Insurance brokerage service

Main Site: At the Central Administration and all INFN facilities

Entrusting the insurance brokerage service, consisting of assistance, advice and management of the insurance services of the Entity, for the duration3 years, possibly renewable for a further three years.

Deposits and guarantees required: the offer must be accompanied by a provisional guarantee, equal to 2% of the sum of EUR 157 698, 82, as the estimated value of the contract envisaged for the first 36 months of the contract term. The winner will have to take out insurance policy for Civil Responsibility (RC), for negligence or errors pwith a ceiling of not less than EUR 5 000 000. Each candidate, together with the offer, must present the application form and the DGUE (ESPD for foreign economic operators) in compliance with the Guidelines of the Ministry of Infrastructures and Transport of 18.7.2016, by which the legal representative will have to declare, pursuant to of the Presidential Decree n. 445/2000 and s.m.i .: of not-find themselves in the situations foreseen by the art. 80, paragraphs 1, 2, 4 and 5 of Legislative Decree no. 50/2016 and s.m.i .; to possess the requisites of professional qualification as per art. 83, paragraph 3, of Legislative Decree no. 50/2016 and s.m.i .; the lack of conditions impeding participation in the tenders referred to in art. 53, paragraph 16 ter, of Legislative Decree no. 165/2001 and s.m.i. (if this situation emerges, exinclusion of the tender and the obligation to repay any unlawfully received and assessed compensation in execution of the assignment); the possession of the financial and technical-professional capacity requirements. Each candidate can use the models and the DGUE scheme made available by the contracting authority, following the instructions for completion. In the case of RTI, Consorordinary companies, EEIGs, Enterprise Networks, the DGUE should be presented by each economic operator. In compliance with the provisions of art. 85, co. 1 of Legislative Decree no. 50/2016 and subsequent amendments, the DGUE must be made available in electronic format. Italian economic operators must transmit the digitally signed DGUE on a computer support (USB flash drive) to be inserted in the envelope containing the-application for participation, in light of the provisions of the subsequent Section VI.3). European and non-European economic operators, on the other hand, have to transmit the DGUE (or ESPD), once a digital signature has been applied that conforms to a recognized European standard and can therefore be used throughout Europe, on an IT support (USB flash drive) in the package containing lon application for participation. On a transitional basis, the participating economic operators will still have to transmit the DGUE also in paper format, signed in original, providing it in the envelope containing the application form.

The candidate must show that he has achieved a minimum annual turnover, carried out in the last 3 years approved on the date of putender notice, not less than EUR 205 000.00 net of taxes and fees, in order to select economic operators with a solid economic and financial capacity to guarantee the quality and stability of the service for the whole duration contract.

Mode of presentation of the offer: The Economic Operator will have to send a sealed envelope, which will have to go to theerno, under penalty of exclusion, the indication of the sender and the following wording:. The envelope must also bear outside the PEC address (or the ordinary e-mail address for foreign operators) and the domicile elected for communications from the sender and must be sent to the address indicated in point I.3), must be sent by registered mail to the postal service orby means of an authorized delivery or courier service, the date and time indicated on the envelope by the INFN staff will be attested. The INFN will not be responsible for any errors. The procedures for completing the offer, the progress of the tender and the request for clarification are detailed in the tender regulations. Subcontracting: not allowed. The contracting station, at sensi of the art. 216, co. 13 of Legislative Decree no. 50/2016 and s.m.i. and of the AVCP Resolution no. 111/2012, will use the AVCPass system to prove the possession of the general, technical-professional and economic-financial requisites. Therefore, all parties interested in participating in the procedure must register with the system on the ANAC Portal and acquire the PassOE relating to thethis procedure. The applications for participation do not bind the INFN to the completion of the tender. The INFN reserves the right not to proceed with the award if no offer is convenient, suitable or appropriate. In the case of a tie between 2 or more offers, the award will be made in favor of the economic operator who has obtained the highest score in the technical offer. In case of ulteabsolute competition, the winning operator will be designated by public drawing. In any case, INFN reserves the right to award the tender even in the presence of only one valid offer, provided it is considered adequate. The costs relating to the mandatory publication of the notice (not exceeding EUR 3 500.00, excluding VAT), are to be borne by the successful tenderer and must be reimbursed at thethe Contracting Authority within the term of 60 (sixty) days from the award, pursuant to the Decree of the Ministry of Infrastructures and Transport of 2.12.2016. The contract, stipulated following the awarding, does not provide for any arbitration clause. The INFN, as regards the processing of personal data, complies with the EU 2016/679 Regulation. Responsible for the processing of dati: Director of the Contractual Affairs Division and the Directors of INFN facilities involved in the contract. It is specified that the term indicated in Point IV.2.2) is peremptory and subject to exclusion.
