Regional implementation projects a national system of traffic management on the TEN-T phase 1

The subject of the orders includes in particular: designdelivery, implementation, commissioning of Distributed Modules in the road lane of the roads listed below and integration with the KSZR Central System together with development services, as well as support and maintenance of all elements of the system. The order will consist in:

a) design, delivery, implementation and commissioning of roadside infrastructure (Distributed Implementation Modules) together withaccompanying infrastructure and telecommunications network as well as testing (SAT, FAT, SIT);

b) designing and execution of construction works related to adaptation of the regional building of the Traffic Control Center CZR Strykow; c) integration of the IT infrastructure of the roadside with modular software central, including in particular the integration layer of the central station software(for the delivery of integration software, the contractor of the Central Implementation Project will be responsible), d) development services, e) support and maintenance services within the KSZRD E1 project.

The scope of works also includes: - acquisition and provision of support and maintenance services Distributed modules made by contractors of road contracts (except KSZRD Stage 1), previously integratedwith the central system (option right),

- continuation of provision of support and maintenance services for Distributed Implementation Modules implemented and maintained under the basic order (option right),

- design, delivery and implementation of an additional class / classes of Distributed Implementation Modules, including geographical area of the basic order (option right),

- design, tothe implementation and implementation of the class / classes of Distributed Implementation Modules other than in the basic contract, in the geographical area of the basic order (option right),

- transfer of existing servers related to collection and processing of toll data from the Traffic Control Center in Stryk-w to the place indicated by Ordering party,

- feedback from KSZR-RPW to GDDKiA or WyTo the Follower.

2. The Ordering Party requires the execution of the order within 840 days from signing the contract in the scope of implementing the System, and then providing support and maintenance services for a period of 5 years after the implementation is completed. The subject of the order will be implemented in stages, divided into six Milestones. about which I am talking about the limited number of signs in SIWZ.

3. Customer pmakes it possible to issue orders referred to in art. 67 sec. 1 point 6 of the Public Procurement Law, relying on similar services, in accordance with the subject of the basic order in the scope described in point 5.1.IDW respectively for this part.

The Ordering Party foresees the possibility of granting the order referred to above, in particular in the case when during the Service provision of the horsesThe contracting authority foresees the possibility of granting the order referred to above within 3 years from the date of the basic order, respectively, on the same terms and conditions as have been set forth in the basic order. specified in the Agreement for the basic order.

No.concerns

1. The contractor must show: - the average annual income for the last three financial years, and if the period of business is shorter, for this period (on the basis of "Profit and loss account" item "Net income from the sale of products, goods and materials "or Net income from sales and matched with them") in the amount not less than PLN 20 million,

- Holding insurancefrom civil liability in the scope of conducted activities related to the subject of the order for a guarantee sum in the amount not less than PLN 10 million.

2. At the request of the ordering party in order to confirm compliance by the Contractor with the conditions of participation in the proceedings, the Contractor is obliged to submit the following declarations or documents: a) financial statements: profit and loss accountif the preparation of the report is required by the law of the country in which the Contractor has his registered office or place of residence, and if it is subject to auditing in accordance with the accounting regulations, also the opinion on the audited statement in the part concerning the profit and loss account, and in the case of Contractors not obliged to prepare a reportia financial, other documents defining, for example, turnover and assets and liabilities for a period not longer than the last 3 financial years, and if the period of business is shorter for that period;

b) confirming that the Contractor is insured against civil liability in respect of the business related to the subject of the order for the guarantee sum specified in pby the ordering party, not less than PLN 10 million

3. If, for a justified reason, the Contractor can not submit the documents required by the Ordering Party, referred to above, the Ordering Party allows the Contractor to submit other documents referred to in Art. 26 par. 2c of the Pzp. 2 The contractor is obliged to submit valid as of the date of the offer a statement constituting preliminary confirmation that the Contractor: is not subject to the exclusion oonce meets the conditions for participation in the proceedings.

3. In the area of "part IV of the qualification criteria" EAT, the Contractor may confine himself to completing the section, in which case the contractor does not complete any of the remaining sections (AD) in part IV EAT

4. Contractor who refers to the resources of other entities, to demonstrate the absence of grounds for exclusion and compliance with them, to the extentwhich refers to their resources, conditions of participation in the proceedings, submits uniform documents regarding these entities.

5. In the event of a joint application by the Contractors, a single document shall be submitted by each of those Contractors. They should be sent in accordance with the rules set out in IDW

6. If the contractor has its registered office or place of residence outside the territory of the Republic of Poland, aalso in the case where the person to whom a given document relates resides outside the territory of the Republic of Poland, the principles set out in - 7 and 8 of the Regulation of the Minister of Development from 26.7.2016r. on the types of documents that the contracting authority may require from the contractor in the proceedings for the award of the contract (Journal of Laws of 2016, item 1106 as amended).

7. Contractor, within 3 days fromthe date of posting information on the website referred to in art. 86 section 5 of the Public Procurement Law Act, it provides the Employer with a declaration of belonging or non-affiliation to the same capital group as referred to in art. 24 sec. 1 item 23 of Public Procurement Law - 8. The contractor is excluded from the contract award procedure in relation to which any of the circumstances referred toin art 24 sec. 1 point 12 of the Public Procurement Law and art. 24 sec. 5 points 1-4 and 8 Public Procurement Laws

9. The Contracting Authority provides for the possibility of applying the procedure referred to in art. 24aa Public Procurement Law

10. The period of being associated with the offer referred to in point IV.2.6) the announcement is 90 days. The period of engagement with the offer begins with the expiry of the offer submission.

11. The Contracting Authority provides for the possibility of granting forspeeches referred to in art. 67 sec. 1 point 6 of the Public Procurement Law in the scope described in the ToR.

12. The Contracting Authority provides for the possibility of annulment of the procedure for granting the order on the basis of art. 93 par. 1a of the Public Procurement Law, if the funds that the Employer intended to allocate to finance all or part of the order, they will not be granted.

13. The Employer allows the possibility of granting advance payment inup to 20% of the contract value (gross). The advance will be settled by the Contractor from the amount of remuneration for the implementation of the Milestone on the date specified for the implementation of the Milestone in such a way that the Contractor will reduce the amount of remuneration due for the implementation of this Milestone by the amount of advance payment received from the Contracting Party. In the event of failure to meet the deadline for the implementation of Stonesa Milowego Employer is entitled to make a decision about losing the right to use the advance payment method for the next Milestones. Specifically, the financing rules are described in Volume II of the Terms of Reference - 14.
