Establishment and maintenance of the central information system of the subscriber

The procedure will be carried out in three phases. In the first phase, the contracting authority will make public opening after the receipt of tenders (applications). Upon receipt and review of applications, candidates will be allowed to leaveIn the case of applications, he called for one or more separate rounds of oral negotiations. In the event that candidates with more than three applications are allowed, the contracting authority will invite only the first three candidates to be selected in the next round of the competitive dialogue on the basis of the criteria specified in these instructions. All candidates will be notified of their success through the public procurement portal.

The way and the content of the negotiations in the second round of phasesand dialogue - will be defined by inviting the candidate. The subscriber reserves the right to conduct more than one round of separate negotiations. At this stage, the contracting authority will negotiate all the elements of the contractual clauses and the subject of the contract.

After the final round of negotiations, the contracting authority will prepare the final technical documentation in the procedure and the final sample of the contract and invite the candidates to bid in the last (third)The method and content of the procedure in the final stage of the competitive dialogue will be specified by the contracting authority in the final tender documentation, stating that this is the final submission of tenders or will determine in advance the course of the last phase. Opening bids will be public. In the event that all final offers are inadmissible, the subscriber reserves the right to return the procedure to the second or third stage of the competitive dialogueMs.

Bidders who, in spite of the invitation, will not participate in the dialogue, will be excluded from the next procedure and the submission of the final offer will be considered by the contracting authority to withdraw from the procedure, but will not be able to enforce any financial collateral that would be given in the procedure except in the case of withdrawing from the final offer in the third stage of the procedure for which the insurance would be provided.
