1. Pursuant to Art. 104, para. 2 of the PPA, the contracting authority will evaluate the technical and price proposals of the participants before examining the documents forcompliance with the selection criteria. Before the conclusion of the contract, the selected contractor shall submit the documents under Art. 112, para. 1 of the Public Procurement Act, as well as declarations under Art. 59, para. 1, item 3, and Art. 66, para. 2 of the LMML. Time limit for performance of the contract: up to 24 months after the conclusion of a contract in coordination with the contracting authority's repair program and at the following interim deadlines:

3.1. Preparenot a conceptual design and acceptance of the assignor's TC - up to 2 months after the conclusion of the contract,

3.2. Preparation of a detailed design and acceptance of the TS of the contracting authority - up to 3 months after the conclusion of the contract; Execution of activities at a blocked block (dismantling, assembly, FUP and training) up to 4 weeks after transmission of equipment to the repair unit with protocol; Tenders and requests to participate shall be drawn upin Bulgarian. Where documents or documents are submitted in a language other than Bulgarian, they must be accompanied by a translation. Reasons for shrinking the deadlines for submission of offers: In pursuance of the plans of the plant owner to resume the main activity of "TPP Varna" production of electric power in compliance with the provisions of theand in accordance with the Electricity Trading Rules, a 2018 repair program was prepared for Units 4, 5 and 6, which is in line with the technology plans for changing the coal gas base of natural gas and the need for the company to ensure the availability of repaired equipment that can be put into service within the frameworkin the next price period starting on 1.7.2018.

In the course of the implementation of the repair program, it is necessary to upgrade the information management systems of units № 4, № 5 and № 6 at "TPP Varna" EAD, modernization of the gas-oil system of block 5 and its integration with the control system of block 5. To obtain the best possible price for the companyand in order to avoid technological problems in putting into operation and reconciling the operation of the system for the different blocks, the implementation should be entrusted to one contractor. Since the commissioning of the commissioning of the upgrade of the information management systems of units 4, 5 and 6 in TPP Varna EAD, modernization of gas-oilthe arrangement of block 5 and its integration with the control system of block 5 is economically and technically optimally suitable to be carried out in parallel with repair works on the respective block with respect to block 4 it is envisaged to be done in the course of the repair works of the block in the period July-September 2018, which also takes into account the terms of this public procurement.

In view of this and according towith the deadlines set in the repair program, there is not enough time to conduct a procedure in the standard time window in accordance with the Public Procurement Act and there is a need to conduct the procedure in shorter terms so as to prevent large losses for the company and increase the security of the energy supply in the region of Northeastern Bulgariain which case the company will incur extremely large financial losses from the impossibility of block 4 to be put into operation. The electricity produced from repaired equipments could be used in 2018 as a substratum or peak in the northeastern region with the largest and most aggregate power of renewable energy sources in the country, and this plant function-may be critical to the country 's electricity balance
