The object of the contract is the purchase of accommodation services at hsteel and domestic and international transport services for the national and international rail and road transport, for the NBR staff, as well as coach rental services, according to the requirements presented in the tender book for the period 3.12.2018 3.11.2021.

Minimum quantities /the maximums are as follows:

The maximum estimated amount for 35 months:

7, 000 accommodation vouchers,

1 000 train tickets,

300 road transfers,

Estimates of quantities minimum and maximum services that may be required:

During the entire framework agreement:

- Accommodation vouchers: Min. 4 200 / Max. 7 000,

- Train tickets: Min. 150 / Max. 1 000,

- Road transfer vouchers: Min. 40 / Max. 300,

- Coach hire: Min. 3 (1 / year) / Max. 30 (30 / year)

For one successive of the following will be awarded during the duration of the framework agreement:

- Accommodation vouchers: Min. 1 / Max. 20,

- Train tickets: Min. 1 / Max. 10,

- Road Vouchers: Min. 1 / Max. 4,

- Coach hire: Min. 1 / Max. 2. The contracting authority will conclude a framework agreementu with a maximum of 5 tenderers whose offers will be declared admissible, subsequently attributing, after resuming the competition between the economic operators signing the framework agreement, the hotel accommodation services in the country and abroad, domestic railway / international, as well as coach rental services.

The assignment of the subsequent contracts will be madewith respect to the elements / conditions stipulated in the framework agreement, by resuming the competition between all the economic operators signing the framework agreement, whenever the need arises. The subject of resumption of competition is the lowest price of the services requested by the contracting authority.

The awarding of the bids will be made according to Section 7:financial and award criteria and Section 8 of the Tender Specifications: Working Methodology.

Estimated value excluding VAT (in figures only): between minimum 4 300 000 RON without VAT and 7 500 000 RON without VAT.

Tenderers, third parties and subcontractors must not find themselves in the situations provided for in art. 60, 164, 165 and 167 of Law no. 98 / 2016.

Turnover: The average annual turnover over the last 3 years (2015, 2016, 2017) must be at least 1 900 000 RON. The level of turnover I requestwas determined on the basis of the anticipated maximum value of the subsequent contracts to be executed at the same time, according to art. 176 para. (1) of Law 98/2016. Considering that the contracting authority estimates the assignment of a maximum of 25 sub-events / day, in the maximum value of 76 000 RON / subsequent, the maximum anticipated value of the subsequent contracts to be executed in the samesqm is RON 1, 900, 000, excluding VAT.

The contracting authority will conclude a framework agreement with the first 5 qualified economic operators whose offers have been declared admissible.

The contracting authority will resume the competition between the signatories of the framework agreement, the economic operators of an invitation to participate in the adjudication procedure, regarding the requestaccommodation, road / rail transport and car rental whenever there is a need for organizing visits to the country and / or abroad of the staff or delegates of the institution.

The assignment of the subsequent contracts will be done in compliance with the elements / conditions stipulated in the agreement- by resuming the competition whenever the need arises.
