Framework agreement for transportation of persons for members of polling stations and transportation of ballots and other election materials

Transportation of persons for members of polling stations and transportation of ballots and other election materials, the authority will respond inclearly and completely to all requests for clarifications / additional information only once in the 11th day before the deadline for submitting the offers for the clarifications requested within the term specified in section 1.3) "Communication" from the data sheet.

Main Site: Bucharest Sector 1.

Transport services for members of polling stations and transport of ballots and whattheir other electoral materials 36 minibuses minimum and 46 minibuses maximum.

For the lots offered, the bidder / associate bidder, the supporting third party and the subcontractor, and if the offer is submitted by an association, each associate (including the leader) will present the mentioned documents and forms to this chapter.

1) Certificates confirming the lack of outstanding debts regardingat the payment of taxes, taxes or contributions to the general consolidated budget (local budget, state budget, etc.) at the time of presentation; or those who have power of representation, decision or control within it, as it turns outfrom the certifying certificate issued by the ONRC / the constitutive act;

3) In the case, documents proving that the economic operator can benefit from the derogations provided in art. 166 para. (2), art. 167 para. (2), art. 171 of Law 98/2016 on public procurement;

4) The updated statements regarding the situations provided in art. 58-63, art. 164, art. 165 and art.167 of Law no. 98/2016.

Foreign legal entities will present any edifying documents issued by the authorized institutions of the country of origin (certificates of fiscal attestation, judicial filings, other equivalent documents, etc.), proving that they have fulfilled their obligations to pay taxes and of contributions to the state budget and the local budget, according to the requirements of the con authoritytractors, accompanied by a declaration on the own responsibility of the legal representative regarding the period of validity of the documents, if the issued documents do not contain this date;

5) Other edifying documents, as the case may be. with DUAE, a list of the identification data of the third-party supporters / subcontractors in order to comply with the provisionstheir art. 63 paragraph (2) of L98 / 2016.

Note.

The contracting authority will exclude from the procedure any bidder / associate bidder / third party supporter / subcontractor who falls under any of the situations provided in art. 58-63, art. 164, art. 165 and art. 167 of Law no. 98 / 2016.

The persons with decision function within the contracting authority involved in the public procurement procedure are:

The following documents will be submitted, together with the DUAE: the firm commitment of the supporting third party, which results inthe effective date in which its support will materialize, the subcontracting agreement (in which the percentage of subcontracting and the part of the contract to be subcontracted will be mentioned) and / or the association agreement, as the case may be. by the Trade Register Office, attesting that the bidder (associate bidder / supporting third party and subcontractorthe singer) is authorized to carry out activities similar to those that are the subject of this acquisition (the object of the framework agreement must have a correspondent in the CANE code from the certifying certificate issued by ONRC or equivalent documents). .

Note. The certifying certificate will be presented, through the first personSICAP remedy, in any form, signed with an extended electronic signature based on a qualified certificate, according to Law no. 455/2001 regarding the electronic signature.

- 201 680.40 RONexcluding VAT for lot 2 / sector 2,

- 277 310.55 RON excluding VAT for lot 3 / sector 3,

- 226 890.45 RON excluding VAT for lot 4 / sector 4,

- 242 016.48 RON excl. for lot 5 / sector 5 and

- 252 100, 50 RON excluding VAT for lot 6 / sector 6, is in accordance with the provisions of art. 175 paragraph (2) lit. a) of Law no. 98/2016 and are necessary for the contracting authority to have frequent knowledgepre activity volume and specific economic indicators of the bidders. 1) The contractual provisions cannot be modified / adapted by the bidders;

2) Any bidder has the right to withdraw his offer only before the deadline set for the bid submission

3) The bidder is obliged to inform the contracting authority about any modification that has taken place regarding the certified situations by presenting the documents requested in chap. III.1 within a maximum of 7 working days from the intervention or, as the case may be, acquaintance with these changes;

4) To view the documentation of assignment uploaded in SEAP the economic operatorshere it must have a program necessary to view the electronically signed files (this program is available free of charge on the websites of the electronic signature providers);

5) If the offer will be submitted in the association, the following documents will be presented: the list of associations and an agreement that includes at least the information provided by art. 34 and 233 of the Fiscal Code and informationii regarding the competence to issue the invoice; declaration by which it is obliged that in case its offer is declared successful, it will present to the contracting authority, before the date of signing the framework agreement, the association agreement in original or a certified copy.
