Framework agreements will be concluded with several subsequent contracts for 10 vehicle lots, minimum valuesand their estimated maximums:

Main Site: The traffic arteries in Craiova municipality

Lot 2 - 60-hp road tractors with scraper equipment and a trailer for transport, a total of 1080 hours of driving (480 hours will be paid with an amortization rate, 600 hours of action with no frills) and 1 368 hours of waitinghas a minimum of 3 units and 1 440 hours of driving (640 hours to be paid with a douring charge, 800 hours of action with no frills) and 1 824 hours of waiting, up to a maximum of 4 pieces

For the lot (s) to which the bidder is a party, the sole tenderer / associated offeror / subcontractor / supporter must show that they do not fitin the provisions of art. 164, 165, 167 of Law no. 98 / 2016.

The manner by which the fulfillment of the requirement can be demonstrated: the DUAE will be completed for each lot by the economic operators participating in the award procedure with information related to their situation, including associate, subcontractors / third parties. The requirement also applies to affiliates, subcontractors and / or s• The supporting documents proving the fulfillment of the assumed by completing the DUAE are to be submitted, at the request of the contracting authority, only by the bidder ranked first after applying the award criterion on acceptable tenders.

These documents may be:

- Fiscal certification certificates regarding the lack of outstanding debts, taxes or contributions to the consolidated general budget (local budget, state budget, etc.) at the moment of presentation,

- The judicial record of the economic operator and the members of the management body, management or oversight of that economic operator or those having the power to represent themdecision, or control within it, as evidenced by the certifying certificate issued by the ONRC / constitutive document,

- as the case may be, documents demonstrating that the economic operator may benefit from the derogations provided in art. 166 par. (2), art. 167 par. (2), art. 171 of Law no. 98/2016 on public procurement,

- Other editorial documents, as appropriate.

Modalitwhich can prove the fulfillment of the requirement: DUAE will be filled in for each batch for which the economic operators participating in the award procedure submit their tender with the information related to their situation. The requirement also applies to affiliates, subcontractors and / or third-party supporters, who fill in information related to their situation.

For each lot in a rowthe sole tenderer / the associated tenderer / the subcontractor / the supporting third party, shall submit a declaration on the conflict of interest, in accordance with the provisions of art. 60 of Law no. 98/2016, with subsequent amendments and additions, on public procurement. The form stamped and signed by the legal / empowered representative of the bidder shall be submitted by the tenderernothing / associated offeror / subcontractor / third party. Statement on Art. 60 will be presented by each of the tenderers, associate / subcontractor / third party, with the DUAE, on each lot.

Rules for communication and data transmission: requests for clarification regarding this atr documentationibuire will address exclusively to SEAP in the "Questions" section of the award procedure by electronic means, and the responses to them will be published in SEAP at the "Documentation, clarification and decision" section of the tender notice. submitting requests for clarifications regarding the awarding documentation, economic operators will transmitare the requests, having regard to the contracting authorities' terms of reference provided for in art. 160 161 of Law no. 98 / 2016.

For the subsequent submission of tenders:

- The evaluation committee will send the requests for clarification regarding the offer by using the technical facilities available in SEAP (Section "Questions"),

- Economic operators will send the answers-to the clarifications and any documents requested during the evaluation of the offers through SEAP (Section "Questions"), in electronic format, signed with the electronic signature, according to the Law no 455 / 2001.

Requests for clarification will only refer to the confirmation of some elements of the submitted documents in the offer, not the completion of documents / information missing from the offer.

Duration of the agreementi-frame: 4 months

In the case of tenderers (natural or legal persons) of a different nationality than the Romanian one, the mentioned documents will be transmitted in the language of origin, accompanied by a translation thereof in Romanian, by an authorized translator.

If it is found that two or more offers submitted have the same score, the winning bid will be the highestFor each lot, if there are two offers with the same price, the price will be made by requesting to submit new price offers through SEAP in response to a request from the contracting authority
