The purpose of this tender is to purchase effective health and safety services that contribute to the work and reintegration of the employees and beneficiaries of the contracting parties service is limited as little as possible by medical and / or psychological complaints. Absence is by onefast, adequate and proactive approach. The instruments used must also have the effect of restricting inflows and promoting outflows on benefit recipients. It must also offer customization with, where possible, the ultimate goal of long-term outflow to regular employment.

Upstream has 2 target groups:

1) employees of Stroomopwaartsmvs who are in official service. These are approximately 325 employees. The client is the municipality of Vlaardingen;

2) employees of Stroomopwaartsmvs with an indication for social work provision. These are work-disabled people who, due to physical, mental or psychological limitations, are only able to perform work under suitable circumstances. They were beforeemployed at the social employment services of the municipalities of Maassluis, Vlaardingen and Schiedam. These are approximately 1 100 employees. The client is the municipality of Vlaardingen.
