This tender concerns the contracting of 1 party for the implementation of crisis assistance in Friesland. Crisis assistance relates to all forms of crisis that can occur within the domain of youth and family and that fall under the responsibility of the municipality. The crisis assistance starts with an applicationat a central registration point. This registration point is available 24 hours a day, 7 days a week. The assessment of the crisis focuses on safety and voluntariness (including forced measures), educational crises, psychological crises and intellectual disability expertise. The crisis assistance that follows is in all cases primarily outpatient and servesbe started within 12 hours of reporting, but preferably as soon as possible.

There is a crisis if the situation requires immediate action to guarantee the safety of a young person (and possibly the family). This is in any case understood to mean: situations or danger for a juvenile, caused by serious neglect, physical violence or sexual abuse and orsituations in which a parent or juvenile threatens suicide or has a psychosis and / or situations in which a danger arises for the juvenile self or the living environment. The assistance consists of acting quickly to prevent further escalation and risks and to stabilize the crisis situation. Young people between the ages of 0 and 17 fall within the scope of this tenderg whether a situation is a crisis or not is up to the family and when the family is unable to do so, its environment (eg the police or a professional). Crisis assistance relates to all forms of crisis that can occur within the domain of youth and family and that fall under the responsibility of the municipality.

The crisis intervention focuses on what caused the crisis in the child and family and what the perpetrating factors are, with a view to reducing the risk of a relapse. This requires a systemic methodical approach in which attention is paid to all areas of life and where work is being done to restore the spinstrength of child and family. During the crisis, work can be carried out if necessary on guidance to regular care or on motivation to do something about the factors that maintain the situation.
