Fire safety services and assistance to persons in the terminals at Lyon-Saint-Exupery airport

Benefit to ensure the safety of goods and persons in Lyon-Saint Exupery airport terminals.

Benefit that ensures the safety of goods and peopleat the airports of Lyon-Saint-Exupery. The latter is open 7 days a week, 24 hours a day.

The service must correct the anomalies within the framework of the ERP mission (establishments receiving the public) of the aeroports de Lyon.

Team of 6 security agents fire loads to ensure the safety of goods and people of terminals and buildings not requiring the use of a vehicle (T1, T2, central building, the jetty, the arc, TGV gallery, the P0, satellite and T1b).

The service includes rounds of surveillance of the means of relief and the respect of the rules of security (10 rounds different ), assistance to persons, raising of doubt of the Fire detections (DI), active participation in the smoke extraction tests.

Are excluded from the provision of the buildings: NH-HUB Business - Cargoport - P1 covered - TGV station

The company Aeroports de Lyon, contracting entityice subject to the provisions of order n 2015-899 of 23.7.2015 and decree n 2016-360 of 25.3.2016, has launched a prior consultation published in adapted procedure of restricted type in application article 28 of the decree of 27.3 .2016 relating to public markets. The modalities of sending the applications and offers are detailed. in the consultation letter. To allow each candidate to elaborate his technical and financial offer, a pre-visit to the submission of offers-is mandatory for all candidates, organized on the date of 7.8.2018, The modalities of participation are described in Article 8 of the consultation letter.

The criteria for choosing the offer is criterion 1: overall cost of services - 50 points and criterion 2: technical quality of the offer - 50 points

The criterion 1: overall cost of services

Each offer will be assessed through the list-The price criterion will be appreciated in view of the overall cost of services. The maximum score is awarded to the candidates presenting the lowest bid. The other offers are quoted according to the price differences in relation to the lowest bidder.

The criterion 2: technical quality of the bid

It will be assessed through the following sub-criteria:

- sub-criterion 1: organization and start-up of the contrat: weighting: 25 points,

- sub-criterion 2: methodology and quality of service (training / social policy / uniforms ...) proposed: 25 points.

Each candidate whose application has been selected will be admitted to negotiate. One or more subsequent meetings may be organized if Aeroports de Lyon deems it necessary. Aeroports de Lyon reserves the possibility, during the negotiation, of eliminationsApplicants who have submitted proposals that do not satisfactorily respond to their needs according to the criteria for the selection of tenders. The premises used offices, cloakrooms, administrative and technical premises necessary will be made available to the holder by Aeroport de Lyon in the context of an occupancy agreement.

The holder will be required to take over employeesthe terminals and assistance of persons at Lyon-Saint-Exupery airports within the meaning of Article L. 1224-1 of the Labor Code.
