"Provision of collocation for the needs of the Center for processing large data sets in the implementation of the project" Construction and development of the Center of Excellence "Heritage BG"

The main objective of the project "Construction and development of the Center for Peaks achievements Legacy BG is improving the environment for research, improving the quality of researchworks and the market realization of their results in the areas of Component 4 "New technologies in the creative and recreational industries" (procedure BG05M2OP001-1.001, OP NOIR). and places server equipment representing the hardware infrastructure of the Storage Center; and ohandling of large amounts of information ("Data Center" / "Data Center"). A detailed description of the technical requirements and conditions for implementation is contained in the documentation for the procurement procedure.

Main Site : Republic of Bulgaria, in a collocation center proposed by the contractor selected.

The collocation service includes the provision of physical spacein specialized halls where server equipment representing the hardware infrastructure of a Large Data Storage and Processing Center (Data Center / Data Center) should be installed and housed.

It is necessary to create appropriate conditions for the continuous operation of the Data Center, which is why the subject of the contract includes the activitiesby:

Therefore, the subject of the contract includes:

- providing the necessary power supply and internet connectivity, maintaining precise air-conditioning and access control,

- technical support of the specialized premises and system administration of internet connectivity for the duration of the contract.

Important! Delivery, installation and warranty hardware support of Tsen server equipmentThe details are not part of the subject of this contract.

No requirement. for the economic and financial situation of the participants in terms of the realized annual total turnover, respectivelythe turnover of activities covered by the contract in accordance with -2, item 66, respectively. 67 of the Public Procurement Act of the Public Procurement Act.

"Activities falling within the scope of the public procurement" means the provision of services related to the provision of collocation for server equipment and / or other equipment in specialized premises, including the provision of Internet and power supply, constant temperature and coaccess control

1. Any Bulgarian can participate in the procedure. or foreign phys. or legal. a person or their associations that meet the conditions of Art. 10, para. 1 of the PPL and the requirements of the contracting authority. There must be no circumstances under Art. 54, para. 1 and Art. 55, para. 1, item 1 of the Public Procurement Act, Art. 3, item 8 and art. 4 of ZIFODRUPDRCLTDS and Art. 69 of the CITAA and the conditions of art. 107 of the PPL, and informThe presence or absence of circumstances for these circumstances shall be completed in the EDES in Part III, Sections A, B, C and D.

2. Participant for whom the grounds under Art. 54, para. 1 and Art. 55, para. 1, item 1 of the PPA has the right to present evidence that it has taken measures that guarantee its reliability, despite the existence of the relevant grounds for removal.

3. A participant is removed whoit does not meet the selection criteria and / or has submitted an "Unsuitable Bid". An "Unsuitable Bid" is one that does not meet the technical specifications and requirements for fulfilling the contract or which has been submitted by a tenderer who is available any of the grounds for removal specified in the procedure.

4. Modification of the concluded public procurement contract is allowed nexcept, in accordance with the applicable hypotheses under Art. 116 of the Public Procurement Act

5. The contractor selected before concluding a contract presents evidence under Art. 58 of the Public Procurement Act:

5.1. For the circumstances under Art. 54, para. 1, item 1 of the Public Procurement Act - criminal record;

5.2. for the circumstances under Art. 54, para. 1, item 2 - the relevant document in accordance with the legislation of the country in which it is established. When in the relevant stateno documents are issued for the specified circumstances or when the documents do not include all the circumstances, the participant submits a declaration if such a declaration is legally relevant under the law of the country concerned;

5.3. for the circumstance under Art. 54, para. 1, item 3 - a certificate from the revenue authorities and a certificate from the municipality at the registered office of the contracting authority and the participant;

5.4. for the circumstance under Art. 54, para. 1, item 6 and under Art. 56, para. 1, item 4 - certificate from the bodies of EA "GIT";

5.5. For the circumstance under Article 55, paragraph 1, item 1 of the Public Procurement Act - certificate issued by the Registry Agency.

6. for the execution of 3% of the contract value excluding VAT The guarantee is provided in one of the following forms:

1. monetary amounta; or

2. Bank guarantee; or

3. insurance that guarantees performance by covering the contractor`s liability. The contractor chosen by himself chooses the form of the guarantee.

7. The contracting authority shall make the payments for the contracted service provided, in accordance with the contractor`s price offer, an integral part of the contract, as follows: interim payments - in equal partsevery quarter within 30 days from the approval of the respective interim quarterly report for reporting on the implementation and presentation of the necessary documents in accordance with Art. 10, para. 1 of the draft contract included in the records of the contracting authority. Final payment within 10 days of approval of a final report (signing of a report on approval of a report), final paymenttaking over the performance of the contract (signing of the final acceptance and delivery protocol for acceptance of the services under the contract) and presentation of the necessary documents according to Art. 10, para. 2 of the draft contract. If the final payment under the contract is not for the full quarter, the amount of the remuneration shall be defined as the total monthly price offered by the contractor divided by 30 in order tohas determined the pay due for one day.
