CPV Description: Guidance and Counseling Services - Advisor on monitoring and evaluation of the Adriatic - Ionian macro - regional strategy (Eusair). will be hiring a monitoring and evaluation adviser.

Main Site: Ministry of Economy and Development - General Secretariat for Public Investments and ESPA - National Authority for Coordination of ESPA - Special Strategic Planning Service, The main tasks to be undertaken by the Contractor are: - Knowledge base creation (Knowledge Base) ), pillars (Work E.1) (P.2.1 Pillar Studies - P.1 Recording of existing surveys, studies, analyzes of each Pillar), - Creation ofof the monitoring and evaluation framework of Pillar 1 (Task E.2) (L.2.2 and L.2.3 Monitoring and evaluation framework), - Annual monitoring reports (C.3.4 annual monitoring reports Pillar 1 - C.4.4 annual complex Eusair Monitoring Reports / Action Plan), - Skills Development Actions (Work E3) (Q5 and P6) Event organization: one macro-regional event• Project team • The Contractor is required to set up a project team, which will consist of a team of experts, who will be responsible for the development of skills. of at least three (3) university graduates, with relevant experience and in particular: a) 1 coordinating consultant with at least 5 years of experience on issues related to monitoring and / or evaluation of programs; b) 1 experienced consultant with at least 5 years of experience in the field of:

- blue technology: B.C. development / innovation platforms for (green sea mobility), deep water resources, bio-security and biotechnology, long-term developmento-regional clusters,

- fisheries / aquaculture: eg. scientific cooperation in the field of fisheries and fish stocks, diversification and profitability of fisheries and aquaculture, research / development / innovation platforms for seafood,

- maritime and maritime governance: eg. marine spatial planning and integrated management• Experienced consultant must have experience, of a total duration of at least 5 years, in some or all of the aforementioned topics. The 5-year experience requirement is cumulative - cumulative for the above items. That is, it is acceptable that the consultant has 2 years of experience in the first subject and 3 years of experience in the 2nd subject, for example.c) 1 or 2 consultants, with at least 2 years of experience each, in total, on topics related to the above mentioned in B and at least in the subjects not covered by the Expert Advisor. etc .., will be taken into account.

The candidate contractor may set up the project team, in the best way in its view, for the application of the methodit must, however, at least meet the above requirements.

Economic operators are required to carry out the activity required to carry out the subject-matter of the contract. The economic operators submit with their offer the following:
