With the 2018 Finance Act, the Government and the Danish People's Party agree to strengthen citizens' free elections pa aleldreomradet. A new trial system is being launched for free valg pa aleldreomradet in the period 2018-2021. The Provision Scheme has the formal purpose of increasing the use of private suppliers in the field of rehabilitation, as well as creating knowledge about and testing how best to achieve a high level of involvement of private suppliers and the free choice of individual citizens.

The offer includes the provision of a framework agreement with a leverand0r. Ans0ger (Economic act0r) shall provide the Common European Procurement Document (ESPD) via the CTM system (see point VI.3) Additional information) as a preliminary proof of the conditions mentioned in the Procurement Act section 148. An economic participant participating alone and not based on the capacity of other entities to fulfill the selection criteria must only fill in an ESPD. An economic actor who participates alone, but bases himselfon the capacity of one or more other entities, shall ensure that the contracting entity receives its own ESPD together with a separate ESPD with the relevant information for each of the entities on which it is based. When groups of economic operators, including temporary associations, participate in the tender procedure, each separate economic operator must complete a separate ESDPwith the information required in Part II-V, ESPD, the document to which the application is made, is completed by filling in the following sections of the ESPD: - Part IIA: Information about the economic operator, - Part IIB: Information on the economic operators' representatives,
