Supply, installation and maintenance of 2 x 450 kV X-ray generators

Supply and installation on site of 2 x 450 kV generators for nuclear industrial buildings.

Main Site : CEA Center de Valduc, 21 120 Is-sur-Tille, Conditions of regulated access.

This market includes:

- realization of generators,

- delivery-and installation on site,

- training of equipment personnel,

- optional, preventive and corrective maintenance of generators.

Presentation of applications:

Candidate companies must provide support for their application:

It is forbidden to accumulate applications:

- as aIndividuals and members of one or more groups, including as an agent, as a member of one group and as another as a representative. Newly established companies are entitled to apply. If they are unable to produce some of the documents requested in this order, they can justify their financialProfessional use by means other than those indicated in this notice and in particular by the presentation of titles or the professional experience of the person or their managers.

A file of presentation of the candidate, and the case of each cotraitant, including among others:

- the characteristics of the company: statutes, legal form, composition of the capital, principal shareholdersres, participations, representatives engaging the company, total workforce, size, activities, organization chart; a k-bis or equivalent excerpt, - a valid insurance certificate issued by an insurance company (and not a broker) for the candidate and each co-operator where applicable, - the number of the overall case and the turnover concerning the services covered by the contractduring the last 3 financial years available, - the last 3 balance sheets and income statements of the economic operators for which the preparation of the balance sheets is compulsory by virtue of the law, - when it belongs to a group, a certificate certifying its commercial autonomy and its competitive position vis---vis the other companies of the group,

1) Submission of bids (application and bid)

The modalities of submission of bids and offers are indicated in the rules of procedure. Call for tenders in - 8.3 and summarized below:

The tenderer will choose either a delivery of bids in electronic format or in paper format. Any fold that does not respect the formalism cwill be declared non-compliant.

1.1) Submission of tenders (applications and tenders) in electronic format

A) Formalism for submission of tenders by electronic means:

a) In order to answer electronically, candidates must submit their application and offers on the platform of dematerialisation of the markets (https://marches-publics.gouv.fr) by following the steps described in the guidee use online (section). The platform is equipped with approved signing and encryption tools. In the case of an electronic reply, the electronic signature is required;

(b) the candidate must have previously acquired an electronic certificate. Obtaining an electronic certificate takes several days, or even weeks,

c) the candidate can submit to the CEA several re-mails for the same notice, in particular in the event of forgetting, correcting or completing, before the reply deadline as defined in this notice of operation. In this case, the CEA will only take into account the last answer received; previous shipments will not be opened. As a result, the applicant will make all the necessary arrangements to send aComplete bids for each response, within the time limits.

B) Method of submitting the application in electronic format

The electronic application envelope must be a single file in .zip format containing the elements mentioned in the notice of appeal public competition. These elements are imperatively files in one of the .pdf or Microsoft Office 2003 compatible formats.m given to the electronic envelope of candidature will be: candidature_nomsociete.generateursX.zip

C) Modalities of delivery of the offer in electronic format

The electronic envelope of offer must be a unique file in format.zip containing the mentioned elements in the bidding rules. These elements are imperatively files in one of the formats .pdf or compatible with Microsoft Office 2003.

Each file will be named according to the contents of the file (ex: offre_technique_x.pdf). The name given to the electronic envelope of offer will be: offre_nomsociete.generateursX.zip

1.2) Formalism for the delivery of the plies by mail:

The plies will be transmitted by mail under double envelope sealed:

- an outer envelope for the shipping,

- an inner envelope containing theandidature,

- an inner envelope containing the techno-economic offer.
