Purchase, transport, delivery of requested products, at the beneficiary's headquarters, SCDA Teleorman and comprises:

Main Site: SCDA Teleorman, Draganesti Vlasca.It is the purchase, transport and delivery of the required products, according to the specifications, at the premises of the beneficiary, SCDA Teleorman and includes:

- Herbicides,

- Fungicides,

- Insecticides,

- Plant growth regulators,

Rodentidice, Seed treatment

The technical specifications are presented in the tender documents

The estimated value of the framework agreement without VAT: between 5 330117.00 RON and 9 529 765.00 RON.

Estimated value of the next sub or contra make: 1 200 997, 5 RON .-- The estimated value of the largest sub-contractor's agreement is: 5 330 113, 00 RON. of the framework agreement are in accordance with the annexes to the specifications.

The maximum and minimum amounts for the subsequent contracts of the framework agreement are in accordance with the annexes to the contract bookletr Frequency and value of the contracts to be awarded: the quantities stipulated in the tender specifications are indicative and do not constitute a contractual obligation. These quantities were estimated at the level of average consumption in previous years. It is estimated that at least 2 subsequent contracts will be concluded.

Quantities to be ordered under the subsequent contracts, will be based on the contracting authority's own needs.

Attention: The deadline for the contracting authority to respond clearly and completely to all requests for clarification or additional information is 10 days before the closing date for submission of tenders, to the extent that which requests will be addressed within the timeframe provided in Section I of the "Instructions for Use"The bidders, the supporting third parties and the subcontractors must not be present in the situations provided for in Articles 164, 165 and 167 of Law No 98 / 2016.

The economic operator (leader, associate, third party, subcontractor) will fill in the appropriate requirement in the DUAE form, with relevant situational informationof their attribution, from the awarding documentation.

Incorporation in the situation stipulated in art. 164, 165, 167 of Law no. 98/2016 on public procurement, draws the tenderer's exclusion from the procedure applied for awarding the public procurement contract.

The supporting documents proving the fulfillment of the assumed by completing the DUAE form must be submitted, only at the request of thecontracting parties, only by the tenderer ranked first on the completion of the tender evaluation.

These documents may be:

Romanian legal / natural persons:

- Certificate of fiscal attestation for legal entities, issued by MFP or subordinated sub-units that are the creditor budget (this certificate must show that the bidder has no overdue debts at the time of submission- a certificate of fiscal attestation regarding local taxes and fees in the case of legal persons, issued by the local council (this certificate must show that the tenderer has no outstanding debts at the moment of their filing), - the judicial record of the economic operator and of each member of the management, management or supervisory body of that personeconomic operator or those who have power of representation, decision or control within it, as evidenced by the certifying certificate issued by the ONRC / constitutive act.

Foreign legal / natural persons: editorial documents issued by the competent authorities of the country who are residents, to prove the lack of outstanding obligations at the time of this presentation, obligations regarding the payment of taxes to the state budget and the local budget, according to the legislation of the country of residence.

The documents will be accompanied by their authorized translation into Romanian.

According to the case, documents proving the fact that the economic operator may benefit from the derogations provided for in art. 166 par. (2), art. 167 par. (2), art. 171 din Law no. 98/2016 regarding the public acquisitions -

1) If two or more offers are ranked first, with equal prices, the contracting authority will request new financial proposals in a closed envelope in order to the allocation of bids, in which case the framework agreement will be awarded to the first ranked bidder after re-listing. We specify that this will not affect the top positions inranked by the other bidders; 2) For viewing the awarding documentation uploaded in SEAP, economic operators must have a program required to view the electronically signed files (this program being available free of charge on the websites of the electronic signature providers); the provisions of art. 193 of Law no. 98/2016, the contracting authority will accept inwithin the DUAE (Single European Procurement Document) bids instead of the required documents to demonstrate qualification requirements, including exercise capacity, as a preliminary proof. 4) In(5) If the extended electronic signature does not belong to the legal representative of the tenderer, he / she has the obligation to transmit, with the offer and empowerment of the person who signed the tender documentswith extended electronic signature. In this respect, the information related to this person will be specified at the level of the DUAE level in Part II, letter B "Information on the representatives of the economic operator"; 6) Contracts awarded under the framework agreement may be concluded only between the authority contracting entity and the economic operator that is party to the agreement, without resuming the competitionthe contracting authority's tender to the economic operator to provide it materializes by concluding contracts subsequent to the framework agreement which constitutes the legal basis for payment.

The signatory economic operator of the framework agreement has the obligation to take all possible measures to minimize the costs, to serve the best interests of the contracting authority
