The subject of the orders are services in the field of forest management in accordance with the definition in art. 6 par. 1 point 1 of the Act of 28.9.1991 on forests (consolidated text: Journal of Laws of 2017, item 788 with further amendments: "Law on forests") covering works in the field of forest breeding and protection, protection againstincineration, logging and skidding of timber, meadow and agricultural economy, hunting and promotion of specialized soil preparation, to be carried out in the Forest District Krzystkowice in 2019. Forest breeding and protection, fire protection, harvesting and skidding of wood, meadow and agricultural economy, economy hunting and promotion specialist soil preparation resulting fromconnector No. 3 to SIWZ, which consists of Annex No. 3.1 for Packages I, II, III, IV, V the size of works by activity, Annex No. 3.2 for Packages I, II, III, IV, V zone of difficulty and the distance of skidding and the attachment No. 3.3 for Packages I, II, III, IV, V assortment system for obtaining timber.

Main Site: Land of Forest Inspectorate Krzystkowice: Obręb Leśny Krzystkowice, Obręb Leśny Bogaczow, OHZ perimeterd łowiecki 167 and for advancement of specialist soil preparation the area of the whole forest inspectorate. The subject of the order are forest management services in accordance with the definition in art. 6 par. 1 point 1 of the Act of 28 September 1991 on forests (ie: Journal of Laws of 2017, item 788 with further amendments: "Law on forests") covering works in the field of forest breeding and protection, protection fire protection, pextraction and skidding of timber, meadow and agricultural economy, hunting and promotion of specialized soil preparation, to be carried out in the Krzystkowice Forest District in 2019.The scope of the order includes total quantities of works in the field of forest breeding and protection, fire protection, harvesting and skidding of timber, meadow and agricultural economy, hunting economy and fameSpecialized soil preparation resulting from Annex No. 3 to the Terms of Reference, which consists of Annex No. 3.1 for PACKAGES I, II, III, IV, V, the size of works according to activities, Annex No. 3.2 for PACKAGES I, II, III, IV, V zone of difficulty and distance of skidding and Annex No. 3.3 for PACKAGE I, II, III, IV, V assortment system for obtaining timber. A detailed description of the works (activities) included in the subjectthe orders were included in Annex No. 3, respectively. The material ranges listed in Annexes No. 3.1-3.3 are estimates. A detailed description of the technology for the implementation of individual forestry works (activities) included in the subject of the order was included in Annex 4 to the ToR. The descriptions of the codes describing the individual works (activities) included in the subject of the order are describedin Annex No. 4 to the Terms of Reference. The description of the procedure for the acceptance of works is included in Annex No. 5 to the Terms of Reference. The Contractor may submit an offer for one or more Packages. The offer submitted for a given Package must, however, cover the entire scope of works provided for in the ToR for this Package. The place of the order will be the administrative area of the Krzystkowice Forest District. Implementation of worksThe orders included in the subject of the individual Packages will take place in the area of forestry appropriate for the given Package. Due to the actual natural and weather situation that may occur during the implementation of the subject of the order, as well as the economic and economic situation unforeseen at the moment, the Ordering Party reserves the right to make adjustments reducingh, adjustments to increase, arrangements for new locations, as well as the suspension of operations indicated in individual rows of tables describing the subject of the order. Correction adjustments do not imply the introduction of new works that are not included in the scope of the basic order, and the downward adjustment does not imply the total resignation of part of the work. They should be understood as increasing the quantityand work in one location, at the expense of reducing the workload in a different location as part of the total workload. Corrections will apply to works carried out in the area appropriate for the works included in the description of the subject of the order concerning the given part. The necessity of increasing the size of some elements of the order being executed during the execution of the order may also occur for this purposeto complete the full range of work described in the subject of the order. The establishment of a new location takes place within the subject of the order. In case of mandatory exclusion of the position from obtaining in the machine system (harvesting of wood on cutting positions on which it is unacceptable to use multi-operational machines) in particularly justified cases, eg changes of conditions for whichthe above activities have been determined, the Ordering Party allows for the change of wood harvesting technology. The justification should always be presented to the Contractor. The ordering party requires employment by the contractor or subcontractor on the basis of a contract of employment of persons performing activities included in the subject of the order, consisting in the acquisition and extraction of wood raw material if the performance of these activitiesand consists in performing work in the manner specified in art. 22 - 1 of the Act - Labor Code. 1. The Ordering Party does not make any specific requirements regarding the description of compliance with this condition of participation in the proceedings.

Contractors may participate in the proceedings who are not subject to exclusion from the procurement procedure in the circumstances of which referred to in art. 24 section 1 items 12-23 of the PPL, art. 24 sec. 5 point 1-2 and 4 8 PPL. In order to confirm the lack of grounds for exclusion from the proceedings referred to in point 6.1. and to confirm compliance with the conditions for participation in the proceedings referred to in point 6.2. The Contractor will be required to provide the Employer with the following statements and documents (within the deadlines indicated in the Terms of Reference): a) the Contractor's statement as of the day of submitting the offersconfirm the fulfillment of the conditions for participation in the procedure set out in this SIWZ and no grounds for exclusion, submitted on the uniform European order form document (hereinafter referred to as "EAT"), modeled in the Commission Implementing Regulation (EU) 2016/7 of 5 January 2016 establishing a standard form for a single European order document (OJ. EU-L series of 2016, No. 3, page 16). The content of EED is specified in Annex 6 to the ToR. The EAT declaration should be submitted before the deadline for submission of tenders, only in electronic form, with a qualified electronic signature. The rules related to submitting the form JEDZ in the form of an electronic document are described in chapter 8 of the ToR. b) a copy from the relevant register or from the ceof the current records and information on business activities, if separate regulations require an entry in the register or records, in order to confirm the absence of grounds for exclusion under Art. 24 sec. 5 point 1 PPL, c) certificate of the competent head of the tax office confirming that the contractor is not in default of paying taxes, issued no earlier than 3 months before the deadline expires.offers or other document confirming that the contractor has entered into an agreement with the competent tax authority regarding the repayment of such receivables with any interest or fines, in particular it obtained the legally required exemption, deferral or payment in installments of overdue payments or suspension in full of the decision of the competent authority; d) certificate of the relevant local unitorganizational unit of the Social Insurance Institution or Agricultural Social Insurance Fund or other document confirming that the contractor is not in arrears with paying social security or health insurance contributions, issued not earlier than 3 months before the deadline for submission of tenders or other document confirming that the contractor has concluded an agreement with the competent authority on the repayment of treceivables together with possible interest or fines, in particular obtained the legally required exemption, deferral or distribution into installments of overdue payments or suspension in full of the execution of the decision of the competent authority; e) information from the National Criminal Register in the scope specified in art. 24 sec. 1 items 13, 14 and 21 of the PPL and, regarding the conviction for a prison sentence, in the scope ofdetermined by the contracting authority on the basis of art. 24 sec. 5 points 5 and 6 of the PPL, issued not earlier than 6 months before the deadline for submission of bids: f) a statement of the contractor according to the template constituting Annexe No. 9 to the Terms of Reference. 3. In order to confirm the lack of grounds for exclusion from the procedure for granting the order in the circumstances referred to in art. 24 sec. 1 point 23 PZP The Contractor will be obliged toand make a declaration of belonging or non-affiliation to the same capital group (according to the template constituting Annexe No. 8 to the ToR). 4. The list of statements or documents confirming the fulfillment of the conditions for participation in the proceedings and the lack of grounds for exclusion can be found in point 7 of the Terms of Reference, which can be found on the website of the ordering party.

The ordering party does not set specific requirements-as regards the description of compliance with the condition of participation in the proceedings with respect to the condition regarding economic capacity. The condition with respect to the financial situation will be met if the Contractor shows that he has the financial resources or creditworthiness not less than: -I) for Package I 407 802.45 PLN

1. The proceedings are conducted in accordance with the rules provided for the so-called "reversed procedure" referred to in Article 24aa (1) and (2) of the Public Procurement Law. According to the provisions quoted, the Awarding Entity will first evaluate the offers and then examine whether the contractor whose offer was evaluated as the most advantageous, it is not subject to exclusion and meets the conditionsand participation in the proceedings.

2. The assessment of compliance with the conditions for participation in the proceedings will be made in accordance with the formula "meets" / "does not meet", based on information contained in documents and statements submitted by the Contractors referred to in Chapter 7.

3. In the case of contractors applying jointly for the award of the contract, the conditions for participation in the procedure set out in point 6.2. they should meetcollectively all Contractors, with the proviso that the condition described in item 6.2. point 3) lit. a) at least one of these contractors should fulfill. None of the contractors jointly applying for the award may be excluded from the proceedings. 4

4. If the Contractor is applying for a contract for several Packages, he can not demonstrate the fulfillment of the conditions for participation in the postIndicate the same experience (the same volume of processing resulting from a given contract), the same persons foreseen for the order, with the reservation of a surveyor and supervisor for package IV and V (harvesting wood with machines multi-operational), or the same financial potential in more than one Package. In the case of an experience condition, it can be presented alonea contract to demonstrate fulfillment of a condition in more than one part of the order, if the value of this contract covers the amount required by the Ordering Party for the individual parts of the order. Based on Article. 22d ust. 2 Pzp. The contracting authority may, at any stage of the proceedings, consider that the contractor does not have the required capacities if the involvement of technical resources or professional contractors-in other economic ventures contractors may have a negative impact on the implementation of the order.

6. The ordering party requires a bid bond in the amount specified below for the Packets:
