The special initiative "Training and Employment" of the Federal Ministry for Economic Cooperation and Development (BMZ) has the objective of working in selected partner countries of Africa (initially Ethiopia, Morocco, Tunisia, Ivory Coast, Ghana and Senegal) to promote investment by European and local companies and investors and to improve the conditions for sustainable economic growth. The aim is to create more and better education and work places and thus social and economic prospects for the population in the partner countries. The special initiative builds on thisInnovative formats and flexible tools for cooperation with business. The effects of the special initiative are recorded at different levels (companies, the TZ and FZ projects commissioned at cluster level). The purpose of the present assignment is to capture effects and changes at the cluster level over time.

The Special Initiative "ExpEducation and employment "is characterized by the cooperation of a large number of actors, using a versatile mix of instruments and approaches of development cooperation.The effects of the SI jobs are to be measured at regular intervals and communicated to the client (BMZ) and the development policy public in aggregate For a coherent and cumulative effectIn order to measure and aggregate the central effects of SI jobs across different projects, countries and implementing organizations (DOs), seven key indicators (KPIs) have been identified GIZ country projects and 3 GIZ projects on a global scalet. Another 3 GIZ country projects are currently being examined, two of them in two other potential partner countries. In total, the special initiative will comprise 10 African countries.

Against this background, a survey of the Clus region will initially be carried out for the already selected business locations and sectors (countries: Morocco, Tunisia, Ethiopia, Senegal, Ivory Coast, Rwanda, Ghana)ter. In the event that additional countries or additional clusters are included in the SI, this mandate includes the collection into further clusters. The objectives of the assignment are to: (1) lay the baseline for an observation of the changes in the selected business locations and sectors (clusters). This does not only extend to the effects of the GermanEZ within the framework of the SIAB, but refers to the general development in the cluster;

(2) to identify intervention fields for concrete support by the German development cooperation and action plans for a promotion of the site together with cluster actors and the locally active projects of development cooperation to develop. It is also about a structured analysis of investment and trading(cl) (3) to record the changes over time (after 2 years) in the cluster and in the labor market (bottleneck analysis); If no noticeable changes are to be expected after 2 years, a later survey may be possible;
