Although self-supply with electricity and heat using renewable energy (RE) as well as energy efficiency (EE) improvements are very economical options, the market for such investments is still nascent in Ghana. To support the development process in this field, GIZ has been commissioned to implement the project "Market Entry into Renewable Energies and Energy Efficiency for the Productive Sector" in Ghana. Additional support is needed in the field of RE project development, industrial EE project implementation, advisory services to private sector and private sector associations, advisory services to power utilities and the design and delivery of training on supply and demand sides of renewable energy and energy efficiency projects. The tendered assignment looks for corresponding core competences of international and national experts for the period from 10/2019 to 12/2021.

The objective of the technical cooperation project "Market Entry into Renewable Energies and Energy Efficiency for the Productive Sector in Ghana" is: the prerequisites for the use of renewable energy and energy efficiency solutions by large private-sector electricity consumers and energy supply companies are improved. It provides training, advisory and other support services to strengthen the capacity of key market actors so that private sector companies can increasingly satisfy their energy needs with RE or reduce them through EE solutions. On the one hand, the strategic focus of the project lies on overcoming market entry barriers which so far discourage the use of RE and EE by Ghana's private-sector electricity consumers. On the other hand, public utility companies must be prepared for the change in the electricity sector, which is primarily caused by self-generation of electricity from RE by their customers. The project works in three fields of action:

1) Market development and regulation for RE/EE solutions;

2) Investment preparation for major electricity consumers; and

3) Business strategies for public electricity utilities.

The political partner of the project is the Ministry of Energy. Target groups are companies with high electricity consumption from the areas of industry (e.g. mining, cement and textile), as well as other large consumers from the trade and service sector (among other things also appropriate schools and hospitals). Other participants are mainly specialists and executives of the target group companies, corporate and industry associations, specialists and executives of public utilities as well as employees of the regulatory authorities.

Within the framework of this assignment, three lines of activity take center stage. Firstly, it involves the contractor providing conceptual, technical, organizational and implementation support for the establishment of an Energy Service Center (ESC) that will provide honest broker, second opinion and quality assurance services in the area of RE/EE. The ESC shall be hosted by Ghana's leading industry association — the Association of Ghana Industries (AGI). Secondly, the contractor shall design and implement capacity building activities for commercial and industrial electricity consumers on how to plan, procure and manage RE/EE investments. Similarly, the contractor shall design and implement capacity building activities for RE/EE service providers in the areas of business development, quality assurance, planning, procurement, project development, implementation and management of RE/EE solutions. Finally, the contractor shall provide support to public utilities in the development of strategic business plans to respond to opportunities presented by their customers' growing options for generating own electricity from RE and improving their EE.

The contractor's engagement is scheduled from October 2019 to December 2021 and requires core competences in the areas of renewable energy project development, industrial energy efficiency project implementation, advisory services to private sector and private sector associations, advisory services to power utilities and the design and delivery of training on supply and demand sides of renewable energy and energy efficiency projects. The contractor shall make available a team leader (14 expert months), 2 international experts (11 expert months per expert), 1 national expert (14 expert months) and a pool of international and national experts (26 expert months in total). The missions to Ghana and the working time in the home countries are meant to be intermittent over the contract's duration.
