The contract covers the support of the "Congregational Drinking Water and Sanitation" project in DR Congo in the implementation of the action area " Capacity increase of REGIDESO SA ". The project is funded by the Ministry of Economic Cooperationand Development (BMZ) and implemented by the Gesellschaft f-r Internationale Zusammenarbeit (GIZ) GmbH. It advises the national drinking water company REGIDESO SA on the reform of human resources and organizational development. REGIDESO SA is a company with more than 5, 900 employees and 11 regional offices, which has been in a privatization process since 2006. Theres Using the results of a World Bank study, the company is helped to design its organizational structure to improve and ensure service delivery at the regional and local levels.

The DR Congo has been around for 20 years one of the worst humanitarian crises in the world and one of the poorest countriesthe world. 77.1% of the population lives in absolute poverty (1.90 USD per day) and 90.7% in moderate poverty (3.10 USD per day). The country's economy is stagnating and high inflation is putting pressure on the already poor purchasing power of the poor. Since July 2016, the project "Supporting Water Sector Reform" in DR Congo has supported its partner organization REGIDESO SA as wellPublic institutions at national and regional level. The follow-up measure "Breitenwirksame Trinkwasser- und Sanitaerversorgung" will start on 1.1.2019 with the module objective: The availability of hygienically harmless and affordable drinking water as well as sanitary provision for urban households in poor areas is improved and the project is integrated in a sector programIn cooperation with the KfW (Kreditanstalt f-r Wiederaufbau), an increase in the quantity and quality of the drinking water offered and a better availability of the sanitary supply are the basis for the fact that people can use the products safely. The project introduces necessary reform processes, improves the service provision of REGIDESO SAand is complementary to the improvement of infrastructure by KfW. The headquarters of the project is in Kinshasa. In addition, the project has 3 regional offices and supports 19 municipalities in the control of the drinking water supply. The project covers three fields of action:
1) improving the management of REGIDESO SA;
2) improving the management of the publicBasic services for drinking water and sanitation at the provincial level;
3) Perception of the control tasks by the local authorities.
The project is based on a multi-level approach and involves different actors. Advice on increasing the efficiency of the water utility supplements the strengthening of institutional and civic structures for development and controlrole of the water sector at provincial and local level. The actors receive individual training, organizational and process consulting. The cross-cutting issue is the active participation of women in decision-making processes.
German Technical Cooperation will implement the modernization of the organizational structure and the personnel area, in which the existing staff will be reorganized in accordance with their qualificationslt adequately reduces the managerial positions to the needs and achieves the purposeful constriction of the personal employee. Subsequently, a recruitment plan is to be created, which ensures a gapless range of competence. This is to ensure the efficiency and financial stability of the company.
In addition to the restructuring of the Directorate-General of REGIDESO SA in Kinshasa should be established regional service centers that build on existing structures. In the medium term, the company should be decentralized and transformed over the long term into a holding company or similar private company.
The contractor's engagement is scheduled for 18 months (June 2019 to December 2021) and requires the core expertise of an international expert inOrganizational development, human resources and statistics in the context of setting up a drinking water authority at national and local level.
