The prices are firm for the entire initial period of the framework agreement (12 months). For the following years, and if renewed, they will be revised annually on the anniversary of the notification of the framework agreement, by theas useless. In accordance with articles R. 2191-3 and following of the code of the public order, an advance will be paid to the holder (except refusal of the latter) under the conditions described in these provisions. The amount of this advance is equal to 20% of the amount of the framework agreement. This advance is due to the owner of the framework agreement only on the part of the framework agreement that does not make thesubcontracting. The advance will be reimbursed under the conditions provided for in Article R. 2191-11 of the Public Order Code. This Framework Agreement does not include a holdback clause. The mode of payment proposed is the administrative transfer. The entire file can be consulted and downloaded on the website www.marches-publics.gouv.fr - the candidate can download the backconsultation on the PLACE, either by identifying itself in order to allow possible subsequent correspondence in the event of a modification of the WFD, or by downloading anonymously, in this case, the tenderer will not be able to receive any modifications made during the consultation. Candidates may present themselves alone or in joint venture or joint venturee. In the case of a joint group, the representative will be in solidarity with his co-contractors. The bids are exclusively submitted by way of the state buyer profile exclusively on the spot: www.marches-publics.gouv.fr (methods specified in the regulation of the consultation). Given the interventions on the site, the site visit is mandatory. The candidate will receivea signed certificate of site visit which must be attached to the offer.
