Leasing Services for Helse Midt-Norge [Central Norway Regional Health Authority]

Procurement of leasing services for Helse Midt-Norge [Central Norway Regional Health Authority] / Primarily concerns leasing of medical technical equipment.

The Contracting Authority wants tender offers for leasing services. The Central Norway Regional Health Authority's current contract is limited to operational leasing and expires 30.11.2018.

Since 2015, the health authority have been given increased flexibility in relation to entering into long-term lease contracts and thus the scope of the new contract is intended to expand the possibility for the health authority to enter into financial leasing contracts in addition to operation leasing.

It is difficult to give a clear indication of the scope of the contract, as there is uncertainty pertaining to whether expanding the possibility for financial leasing will result in increase use of leasing services. Currently, the Central Norway Regional Health Authority enters into leasing contracts for around 30 000 000 NOK to 40 000 000 NOK annually. Based on this, the scope of the procurement including option periods is limited to 160 000 000 NOK.

The Framework Agreement shall cover the Central Norway Regional Health Authority's need to lease equipment in the following categories:

— medical technical equipment,

— miscellaneous (examples of equipment in the miscellaneous category are lawn tractors, washing machines etc.). It is particularly noted that leasing of vehicles and ICT are not part of this tender.
