1. The subject of the order is: Execution of the property valuation service constituting the resources of the Regional Branch of the Military Property Agency in Wrocław.

1. The subject of the order is a real estate property valuation service being a resource of the Military Property Agency in Wroclaw, in the form of an appraisal report, in accordance with the principles of the Act of 21.8.1997 on Real Estate Management (unified text Journal of 2018 item. 121, as amended), Regulation of the Council of Ministers of September 21, 2004 regarding theproperty and preparation of the appraisal report (Journal of Laws from 2004 No. 207 item 2109, as amended) for the purpose of sale, exchange, donation, establishment of permanent management, updating of fees for perpetual usufruct, etc., and measurements buildings and premises in accordance with the CPV nomenclature (Common Procurement Vocabulary) 71319000-7 (Services of experts).

2. The subject of the orders concerns: Valuation of valueand real estate constituting the resources of the Regional Department of the Military Property Agency in Wroclaw, located in the province Lower Silesia. A detailed description of the subject of the order has been included in Annex No. 1 to the contract constituting Annex 3 to the Terms of Reference (Part I).

3. The Contracting Authority provides for the possibility of awarding contracts referred to in art. 67 sec. 1 point 6 of the Public Procurement Law - According to item 4 of Annex No. 1 (Descriptionsubject of the order) to the template contract constituting Annex No. 3 to the Terms of Reference, the Contracting Authority provides for the possibility of awarding similar services, consistent with the subject of the basic order, with a value not exceeding 50% of the basic order value. Orders consisting in the repeated similar services will be provided if there is a justified pneed to expand the basic order and financial resources will be provided for this purpose. The level of remuneration for similar orders will be set on the same basis as for the remuneration for the basic order. Contractors, who are not subject to exclusion, may apply for the order in the circumstances referred to in art. 24 sec. 1 of the ActPzp.

Initial confirmation of the absence of grounds for exclusion of the Contractor from participation in the proceedings will be submission together with the offer of a statement on EED

2. In the present proceedings, the Contracting Authority provides for the possibility of using the order of art. 24aa of the Public Procurement Law

3. The ordering party will call the Contractor whose tender will be the highest rated, before submitting the order, to submit in the designated, not shorter than10 days, the current date as of the day of submission, statements and documents confirming the lack of grounds for exclusion from the proceedings, in relation to the circumstances specified in art. 24 sec. 1 of the Public Procurement Law Act:

1) information from the National Criminal Record in the scope specified in art. 24 sec. 1 point 13 and 14 of the Public Procurement Law, issued not earlier than 6 months before the deadline for submitting bids;

2) informationand from the National Criminal Record to the extent specified in art. 24 sec. 1 point 21 of the Public Procurement Law, issued not earlier than 6 months before the deadline for submitting bids;

3) the Contractor's statement that he has not issued a final court judgment or final administrative decision on default of taxes, fees or social security or health insurance contributions; in caseto issue such a verdict or decision documents confirming payment of these receivables together with possible interest or fines or conclusion of a binding agreement regarding repayment of such receivables; - 4) declaration of the Contractor about the lack of a ruling against him as a preventive measure of the prohibition of applying for a public order; . Contractor, within 3 days of placing onthe Ordering Party's information on the opening of offers (referred to in Article 86 (5) of the Public Procurement Law), provides the Employer with a declaration of belonging or non-affiliation to the same capital group to confirm the absence of grounds for exclusion from the proceedings in the circumstances referred to in art. 24 sec. 1 point 23 of Public Procurement Law

5. In the case of belonging to the same groupcapital, along with the submission of a statement, the Contractor may provide evidence that links with another Contractor do not lead to distortion of competition in the proceedings. Detailed information on the declarations and documents listed above are included in Chapter VI of the Declaration and documents confirming no grounds for exclusion.
