Estimated value of the contract: 1 311 421, 55 RON without VAT.

The bidders, third partiesor subcontractors should not be found in the situations provided by art. 164, 165, 167 of Law no. 98 / 2016.

The manner by which the fulfillment of the requirement can be demonstrated: the economic operators participating in the award procedure will be filled in with the information related to their situation. The supporting documents proving the fulfillment of the assumed completion by the DUAE are to be submitted, at the request of the contracting authority, only by the tenderer placed on the first place in the intermediate rankings drawn up during the evaluation of the tenders.

(a) Statutory certificates of non-payment of outstanding debts, taxes or contributions to the consolidated general budget (local budget, state budget, etc.) at the moment of presentation; (b) The judicial record of the economic operator and of each member of the administrative, management or supervisory body of that economic operator or those who have the power of representation, decision-making or control within it, as evidenced by the certificate(c) Where applicable, documents demonstrating that the economic operator may benefit from the derogations provided for in Art. 166 par. (2), art. 167 par. (2), art. 171 of Law no. 98/2016 on public procurement, (d) The participation guarantee will be charged to SEAP by the closing date and time limit for submission of tenders; (e) Other edifi ed documentswhere appropriate.

In the sense of the provisions of art. 59 60 of the Law no. 98/2016, a statement will be made by all participants (bidder, subcontractor, third party advocate).

Foreign legal persons will provide supporting documents for proof of eligibility. For non-resident tenderers the provisions of art. 165 of Law no. 98/2016. Documents will be presented in original, legalized copy or legible copy with the words "according to the original", accompanied by their certified translation into the Romanian language.

As long as the procedure for issuance of these certificates does not allow confirmation of the debt situation at the requested date, economic operators may file a statement on own responsibility, according to article 168 of Law no 98 / 2016.

The bidder (economic operator or members of the joint venture) must demonstrate the average of the total turnover over the last three years (2015, 2016, 2017) estimated - 1 311 421.55 without VAT.

Tenders meeting the qualification criteria are assessed by awarding the scores according to the criteriaThe offer that meets the qualification criteria and obtains the highest score after applying the selection criteria will be declared winner by the evaluation committee. In the event of a tie, the highest bidder will be declared the winner.

The way to tie up bids with equal scores: if bids ranked first are scoredthe contracting authority will award the contract to the bidder with the lowest price.

If the prices are equal, the contracting authority may request new financial proposals through SEAP. The contracting authority assures the right to request a single referral.
