Organization of the "Poland-Russia" cross-border bicycle rally on the occasion of Europe Day in the Warmian-Masurian and Podlasie voivodships.

The subject of the order is to organize the "Poland-Russia" cross-border bicycle rally on the occasion of Europe Day in the Warmian-Masurian and Podlasie voivodships. Description of the subject of the order is included in the attached projekcie contract (Annex No. 1 to the ToR).

The subject of the contract is to organize the "Poland-Russia" cross-border bicycle rally on the occasion of Europe Day in the Warmian-Masurian and Podlasie voivodships. in the attached draft contract (Annex 1 to the ToR.) The contract includes, among others, hotel and catering servicesonomics for up to 45 people, bicycle rental and transport, personal insurance services, medical services, production and delivery of promotional materials, photographic services.

The bid must be submitted indirectly. the form for submitting, changing, withdrawing the offer or application available on ePUAP and made available on the miniPortal by the deadline by 5.3.2020, by 9:00. Otthe offer will take place on 5.3.2020 at 11:00 am at the headquarters of the Employer. In the procurement procedure, communication between the Employer and Contractors takes place using the miniPortal https://miniportal.uzp.gov.pl/, ePUAPu https://epuap.gov.pl/wps/portal. The offer should be made in Polish, in electronic form in a data format in accordance with Chapter IX of the ServiceVol. 8 SIWZ and signed with a qualified electronic signature. The method of submitting the offer, including the encryption of the offer, is described in the regulations on using the miniPortal. The offer should be submitted in the original. All information constituting a trade secret within the meaning of the Act of 16.4.1993 on combating unfair competition, which the Contractor reserves as a trade secret, powanother should be submitted in a separate file with the simultaneous selection of the command "Annex constituting a trade secret" and then together with the files constituting an explicit part compressed into one archive file (zip). The offer should be accompanied by a single European order document in electronic form with a qualified electronic signature, and then together with stcompressing the offer to one archive file (zip). The Contractor may, before the submission deadline, change or withdraw the offer via the form for submitting, changing, withdrawing the offer or application available on ePUAP and also made available on the miniPortal. The method of changing and withdrawing the offer has been described in the user manual available on the miniPortal. In the case ofrequest and / or certification for compliance with the original of a copy of the documents by a person whose authorization to represent the Contractor does not result from the Contractor`s registration (registration) document, an appropriate power of attorney should be attached to the offer in the form of an electronic document bearing a qualified electronic signature. Documents and statements are submitted in the form of an elelectronic or electronic a copy of the document or statement certified as true to the original. Certification for compliance with the original is made by the Contractor, the entity whose capabilities or the situation relies on the Contractor, the Contractor jointly applying for the award of the public contract or a subcontractor, in the scope of documents that apply to each of them. Certificate of compliancewith the original electronic copy of the document or statement, followed by a qualified electronic signature. With the offer, the Contractor shall submit:

1) a current statement as at the date of submitting the bids, in the form of the Single European Order Document form ("EAT") constituting Attachment No. 3 to the ToR.is excluded from the procedure and meets the conditions for participation in the procedure submitted in the original together with the offer in the form of an electronic document bearing a qualified electronic signature in accordance with the provisions of Chapter IX of the ToR. The Employer informs that the Contractor may also use the tool available on the website:

In the declaration submitted by the Contractor in the form of a single European order document, the Awarding Entity requires completion in part IV only section "α" as a preliminary confirmation of compliance with the conditions for participation in the procedure. The Employer provides the JEDZ electronic form in the form of a file: xml and pdf. In the case of joint application for the order byJEDZ Contractors are submitted by each of the Contractors jointly applying for the contract.
