Organization of working meetings within NR.D.R. and technical information support.

- Lot 3 - "Technical Support for Problems Identification and Providing Technical Solutions" has as main objective the development of specialized information packs for counseling on solving the specific problems of agriculture and rural development

Total amount of the framework agreement:

- Reports to identify issues related to organizing meetingsin thematic working groups and thematic training sessions, - - Achieve at least 20 maximum of 42 informative counseling packages for different target groups, - - Dissemination of specialized information packs, in the form of consultative meetings, to the target group, minimum 80 maximum 100 actions of information and consultation.

The value of the largest subsequent contract: 391 313, 86 RON without VAT

The amount of the participation guarantee in RON: 1% of the total estimated value without VAT of the framework agreement, ie:

- 20 000 RON for lot 1,

- 45 645 RON for lot 2,

- 15 650 RON for lot 3.

The validity period of the guarantee for participation must be at least equal to the period of validity of the offer (150 days from the deadline for receipt of tenders.)

The proof of the establishment of the participation guarantee will be submitted by the economic operator in SEAP, by the closing date and time limit for the submission of tenders, signed with an extended electronic signature based on a qualified certificate, according to Law no. 455/2001 on electronic signature. The participation guarantee will be by bank transfer orby a guarantee instrument issued under the law by a banking company or by an insurance company (Form 13) which is not in special situations regarding authorization or supervision, in accordance with the provisions of art. 36 par. (1) of H.G. no. 395 / 2016.

In this case, proof of payment of the insurance premium will be submitted as well.

In case of submitting offers within ayesterday by the economic operators, the participation guarantee must be made on behalf of the association and it is mentioned that it covers jointly all the members of the group of economic operators.

The amount of the good execution guarantee in RON: 10% of the value of each subsequent contract awarded, VAT excluded.

The guarantee of good execution will be made by bank transfer or by an em guaranteeing instrumentis in the conditions of the law by a banking company or by an insurance company (or bank transfer).

If the guarantee instrument is issued, according to the provisions of art. 40 of H.G. 395/2016, by a banking company, the way of establishing the guarantee of good execution will be the Letter of Good Execution Guarantee - Form no. 12, with the possibility of taking overin the case of the issuance of the guarantee instrument by an insurance company.

The performance guarantee shall be established within the validity period of the offer, within 5 working days from the date of signing the contract subsequently by both parties. The contracting entity has the right to issue claims on the performance guarantee, in compliance with art. 41 from H.G. 395/2016-Athe contractor will demonstrate a minimum annual global average figure for the last 3 years (2015, 2016, 2017), at least for:

- Lot 1: 500, 000 RON without VAT, - Lot 2: 1, 100, 000 RON, without VAT,

- Lot 3: 390 000 RON without VAT.

The last 3 years are calculated up to the deadline for submitting tenders originally established (by notice), even if after the initiation of the procedure the authority-the contracting party will defer this date. The values will be denominated both in EUR and RON at the average RON / EUR exchange rate communicated by the European Central Bank for the year:

If an association of economic operators submits the joint offer, each associate is obliged to present the documents and the economic and financial situationdemonstrating by taking into account the resources of all members of the association. If the tenderer demonstrates his economic and financial capacity by invoking the support given by another person, then he has the obligation to prove his support by presenting a firm commitment of the respective person, by which he confirms that he will disclosethe tenderer's position the financial resources invoked. 6) The Evaluation Committee will submit the clarification requests regarding the tenders submitted to the SEAP, at the "Questions" section. In case of association or subcontracted activities, the following documents will be submitted: (a) Association Agreement signed and stamped by all Associates, in whichit is mentioned that all the associates assume the collective and solid liability for the fulfillment of the contract, and the association leader is empowered to act on behalf of all the associates. The agreement must also stipulate that all associates are bound to remain in association for the entire duration of the contract, (b) A statement signed and stamped by all the associations, if the bid is declared winning, it will be required to submit the association agreement in authentic form and it will be submitted to the Contracting Authority before the date of signing the contract.
