The scope of the public procurement includes the following activities:

"

A participant who does not submit a Technical Proposal or fails to comply with the announced terms of the contract will be removed from participation in the procurement procedurebut on the grounds of Art. 107, item 2, b. "A" of the Public Procurement Act

A participant who does not submit a bid or does not meet the announced terms of the contract will be removed on the basis of Article 107, item 2, letter "a" of the Public Procurement Act. Additional conditions for applicable cases

1. associations which are not legal entities, the compliance with the selection criteria is evidenced by the participating association and not by each of the personsexcept for the relevant registration, presentation of a certificate or other condition necessary for the fulfillment of the contract, according to the requirements of a legal or administrative act and according to the distribution of the participation of the persons in the implementation of the activities provided for in the contract establishing the grouping.

2. Where a participant is a non-resident, he / she shall provide equivalent equivalentsline of the required documents to prove the selection criteria under the legislation of the country in which it is established. Participants may, for the specific contract, invoke the capacity of third parties, irrespective of the legal relationship between them, with respect to the criteria relating to technical capabilities and professional competence. When the participant refers to capacitethird party, he must be able to prove that he / she will have his / her resources by submitting documents on the obligations assumed by third parties. Third parties must meet the relevant selection criteria to demonstrate that the participant relies on their capacity and for whom there are no grounds for removal from the procedure. The assignor requires the participant to replaceand the third party indicated by him if he does not meet any of the conditions under item 5.

7. Where a participant in the procedure is a grouping of natural and / or legal persons, it can prove the fulfillment of the selection criteria with the capacity of third parties subject to the conditions of points 4 and 5.
