Binder - aqueous polymer dispersion based on acrylic acid ester aqueous solution of acrylic resin with parameters:

Binding agent - aqueous polymer dispersion based on acrylic acid esters, aqueous acrylic resin solution with parameters:

- density (200C) 1.03 / 1.07 g / cm,

- viscosity (230C) 100/600 mPa. s,

- solids content ca. 48/52%,

- pH 7.0 / 9.0,

- with the addition of an agent ensuring copper corrosion resistance in the presence of superabsorbent (tested in accordance with the IW procedure) in tap water, deionized water and seawater,

- does not allow in the composition of sulfur compounds and hydrocarbon and halogenated solvents,

ignition temperature 100C,

- boiling point 180C,

- vapor pressure at 20C 80 N / 5 cm according to PN-EN29073-3: 1994) with a mixture of an aqueous dispersion of carbon black and a binding agent of an aqueous dispersion of acrylic ester ester. The Employer requires that the final product based on the offered binding agent meet the quality parameters of the finished product of longitudinal breaking strength ( 160 N / 5 cmaccording to PN-EN 29073-3: 1994).

The Purchaser after technological tests will determine the amount of binder - an aqueous dispersion of a polymer based on acrylic acid esters applied on 1 m of fiber necessary for the fiber composite produced in the Research Network Łukasiewicz - Instytut Włokiennictwa according to its own technology, it met the quality parameter of the finished product - strength inThen it will set the effective unit price as the product of the weight of the binder - an aqueous dispersion of a polymer based on acrylic acid esters applied on 1 m of fleece and the price of 1 kg of binder (to 4 decimal places).

I. Contractors who are not subject to exclusion pursuant to art. May apply for awarding the contract. 24 paragraph 1 point 13-23 para. Pzp orafrom art. 24 paragraph 5 point 8) par. The PPA.

II. In order to confirm compliance with the conditions for participation in the procedure and to demonstrate that there are no grounds for exclusion, the contractors must submit together with the offer the following statements documents

1. The offer must be accompanied by a current statement as at the date of submission of the offer, submitted on the form of a single European order document, prepared in accordance with the specimenstandard form specified in the European Commission implementing regulation issued on the basis of art. 59 clause 2 of Directive 2014/24 / EU, hereinafter referred to as EAT in electronic form with a qualified electronic signature, and then together with the files constituting the offer to compress into one archive file (ZIP).

2. Statements of entities submitting an offer together, a subcontractorow and entities sharing potential submitted on the EAT form should be in the form of an electronic document, signed by a qualified electronic signature by each of them, and then they should be compressed with the files constituting the offer to one archive file (ZIP).

3. Third party commitment if the contractor relies on the resources or situation of the third party.

4. The offer form prepared and filled out according to the template constituting Annex 1 to the ToR in electronic form with a qualified electronic signature, and then, together with the files constituting the offer, to be compressed into one archive file (ZIP).

III. Purchaser before awarding the contract. will call the Contractor whose bid was highest rated to be submitted in the designated, noshorter than 10 days, valid on the day of submitting the following statements or documents:

1) information from the KRK in the scope specified 24 paragraph 1 point 13, 14 and 21 of the Act, issued not earlier than 6 months before the deadline for submission of bids;

2) a certificate from the competent head of the tax office confirming that the Contractor is not in arrears with payment of taxes issuede earlier than 3 months before the deadline for submission of bids or other document confirming that the contractor has entered into an agreement with the relevant tax authority regarding the repayment of these receivables together with any interest or fines, in particular, he obtained the exemption provided for by law, deferment or installment of overdue payments or suspension in full of the decision incompetent authority;

3) a certificate from the appropriate field organizational unit of the Social Insurance Institution or Agricultural Social Insurance Fund or other document confirming that the Contractor is not in arrears with payment of social or health insurance contributions, issued not earlier than 3 months before the deadline for submitting offers or other supporting documenthim that the Contractor has concluded an agreement with the competent authority on the repayment of these claims together with any interest or fines, in particular, he obtained the exemption provided for by law, deferment or distribution in installments of overdue payments or withholding in full the execution of the decision of the competent authority;

4) an extract from the relevant register or from the Central Register and information on Business Activityarch if separate provisions require an entry in the register or records to confirm the absence of grounds for exclusion under Article 24 paragraph 5 point 1 of the Act;

5) the list of deliveries, and in the case of periodic or continuous benefits also performed, within the last 3 years before the deadline for submission of tenders, and if the period of business is shorter - in this period, together with the informationtheir value, subject matter, dates of execution and entities for whom the deliveries were made, and an attachment of evidence specifying whether these deliveries were made or are being carried out properly, prepared in accordance with Annex 4 to the ToR;

the Contractor is obliged to pay a deposit of 5, 000 PLN (in words: five thousand zlotys) before the submission deadline, in accordance with chapterem VIII SIWZ - Security deposit requirements.
