The object of the contract is, in accordance with the Technical Specifications described in Part II of the Specification, in the provision of services for the execution of the monitoring works of the surface water resources of the r- Main Site: Area covered by the Alqueva multi-purpose project (EFMA), in the region of Alentejo in mainland Portugal. The award shall be made on the basis of the most economically advantageous tender in the form of the best quality-price offer, by weightof the factors and sub-factors of appreciation, as follows, and considering as such the one that presents the best classification, translated by the expression:

V = 0, 20 M 0, 20 E 0, 20 T 0, 40 P

In which: (a) Factor M - Methodology - to be evaluated by the descriptive and justifying report of the execution of the services provided, in the light of the means, equipment, schedule and proposed time of impact;(c) Factor T - Identification of factors, tasks or activities that are conditioning the execution of the works and proposals for action; (c) Factor T - Identification of factors, tasks or activities conditioning the execution of the works and proposals for action; (d) Factor P: Precise - shall be calculated by the following expression: P = 5 * (1-Vp / Vb) 5) Where: - Vb = e the base value of the service provisions,
