CI1: Experience / reference of the company

1) Reference relating to the realization of a comparable project

A reference is comparable if it meets at least the following conditions:

a) work concerning motorways, high-speed roads, railways, or other transport infrastructure of comparable complexity, built on road / track in operation, includingreigning engineering structures and bituminous surfacing;

b) mandate of general and / or local management of works (DGT and / or DLT);

c) the services requested (phase 52 SIA) must have been fully executed or have reached an invoice amount of at least 250, 000 CHF;

d) minimum cost of the work 5, 000, 000 CHF.

CI2: Key people, references

The key person planned for the execution of the mandateand evaluated in the award criteria fulfilled the following function:

- DLT chief

Minimum requirements for the key person according to the evaluation of the aptitude criteria:

Engineer graduate EPS, HES or equivalent, with a reference as DLT manager or assistant in a project which meets at least the following requirements:

a) work concerning motorways, high-speed roads, railways, orother transport infrastructure of comparable complexity, built on road / track in operation, including engineering structures and bituminous surfacing;

b) local works management mandate (DLT)

c) services requested (phase 52 SIA) must have been fully executed or have reached an invoice amount of at least CHF 250, 000;

d) minimum cost of the work CHF 5, 000, 000;

e) the requirements of point a) can also be satisfied by the presentation of two references, the sum of which must exceed the requirements of points c) and d).

CI3: attestation of availability

Confirmation of availability of key persons:

- availability of at least 40% for the year 2021 and 50% for the year 2022 for the Chief DGT

- availability of at least 80% for the year 2021 et 100% for the year 2022 for the DLT Chef

- availability of at least 50% for the year 2021 and 80% for the year 2022 for the Deputy DLT Chef

One person can occupy at most one of the functions listed above. The same person cannot occupy the function of chief and deputy chief DGT.

Other information:

1) Detailed description of the tasks

This contract relates to the services of General Management and local works (DGT / DLT), environmental monitoring of implementation (SER) of advance road maintenance worksas well as soundproofing of the trunk between the junctions of Faido and Varenzo. The services of this call for tenders relate to the civil engineering works of the project and the realization of the noise protection and harvesting works for the carriageway waters. Coordination is also necessary with all BSA works (maintenance of electromechanical systems, traffic managementic and videosurveillance) which will be carried out in parallel and which are not part of this mandate.

The following services are required:

- support to project engineers for the tender phase of GC works (phase SIA 41);

- general works management (DGT phase SIA 52 and 53);

- local works management (DLT phase SIA 52 and 53);

- other services requested by the schoolre work;

- environmental monitoring of Realization (SER phase SIA 52 and 53).

The following are therefore necessary:

a) DGT services, including support for the MO for the tendering and project implementation phase (general support and support for acquisition, for monitoring and management, for the technical monitoring of the project, for BSA coordination, in addition to environmental monitoring during therealization and commissioning);

b) DLT services including:

- local works management (phase SIA 41-52, including works control);

- commissioning, completion, support to project engineers for the documentation of works (SIA phase 53);

c) RES

- environmental monitoring of works (phases SIA 41-52, including works control);

- commissioning, completion, pennyyours to project engineers for the documentation of works (SIA phase 53) Phases of OFROU object of the mandate: tender procedure - S, construction - B / execution of intervention MA (execution of intervention ) (including archiving documentation).

In the framework of the intervention of transitional conservation measures (UeMA) for the section between the junctions of Faido (88, 900 km) and Varenzo (97, 500 km), the project will include transformation works for the sound restoration of two sections north and south of the Piottino tunnels between the junctions of Chiggiogna and Varenzo, as well as works advance maintenance on part of the engineering structures, the aqueduct and the open section.

DGT, SER and DLT engineer services are, in particulier, necessary for the following works:

- cleaning of the coating on the trunk between the junction of Faido and the tunnel of Monte Piottino (km 88 900 and 96 000);

- bringing into conformity of the system of evacuation and treatment of waters of the Piota Negra and Traseggio viaducts with the construction of a pipeline under the consoles of the viaducts and a reinforcement of the separatorsexisting oil downstream of these;

- sanitation of concrete surfaces where this is strictly necessary and in particular where the new noise barriers will be installed;

- renewal and / or remediation of elastic barriers;

- realization of new traces of cables and water evacuation pipes for the construction of the foundations of the noise barriers;

- assasome damaged transition joints in existing viaducts are finished. The market includes the DGT, SER and the DLT for phonic sanitation works on the following two motorway sections:

—— Troncon Q_Sud: Faido - Chiggiogna (between km 89 300 and km 91 350) at the level of the Chiggiogna viaducts and Saresc;

—— Troncon Q_nord: Prato - Leventina (between km 96 112 and km 97 392).

The total number of hours (including rules, excluding picket service) made available is:

- approx. 8, 000 h for basic DGT services;

- approx. 17, 500 hrs for basic DLT services. A total of 25, 500 h is available for the mandate, including the control rooms. These include the technical and operational coordination of all the other specialized DTs, and of the different proBSA jets operating in parallel with the project for another mandate. The DLT picket service and the overtime hours of the DGT and DLT indicated in the in appendix A2 will be paid separately. For details of the services to be provided, see annex A1 of the.

2) Award criteria (CA)

The maximum score (5) is assigned to the revised offer at the lowest price. Offers that are 100% or more higher than the lowest offer priceNote 0. Between two, the evaluation is linear and takes into account the hundredths. Any proposed discounts are not considered in the price evaluation.

Evaluation of the other award criteria:

the evaluation is always indicated by means of grades 0 to 5:

- 0 = evaluation impossible: no information;

- 1 = criterion very poorly filled: insufficient and incomplete informations;

- 2 = criterion poorly filled: information without sufficient link to the project;

- 3 = criterion fulfilled sufficiently: sufficient quality corresponding to the requirements of the invitation to tender;

- 4 = criterion well fulfilled: good quality;

- 5 = very well fulfilled criterion: excellent quality, very important contribution to the achievement of the objective. If a main criterion is made up of sub-criterias, these are evaluated. The number of points in the main criterion results from the sum of the scores for the sub-criteria multiplied by their weighting factor.

Points calculation

Sum of all the notes multiplied by their weighting factor (maximum possible points: 5 [note] x 100 [% of weighting] = 500 points).

No site visit is planned.

4) Reserve

Thecontract will be awarded subject to the maturity of the project and / or the availability of credits.

5) Remuneration of offers

Return of documents. The preparation of offers is not remunerated. Offer files are not returned.

6. Exclusion, pre-implication

a) the AF Toscano SA office is excluded because it carries out the activities of support to the contracting authority (BAMO) and develops this call for tendersfres;

b) The EP08 Pio2 consortium (consisting of the offices of Studio d`ingegneria Giorgio Masotti, Pini Swiss Engineers SA), respectively the offices constituting the EP08 Pio2 consortium, are excluded because they are the project author for the phases of the MK / project DP until commissioning.

7) The client reserves the right to modify the terms indicated in the tender dossier (in particularnt those of the auction and the start of the work)
