Project management mission for the rehabilitation of the Regional House of Science and Technology (MRST) located in Saint-Denis (97400)

The purpose of this contract is to carry out a master project for the rehabilitation of the Regional House ofs science and technology (MRST) located in Saint-Denis (97400).

It will be entrusted to the prime contractor:

- basic missions,

—— DIAG diagnosis,

—— preliminary draft studies APS,

—— studies of final draft (including realization and deposit of the building permit) APD / PC,

—— studies of Pro Project,

—— Assistance in the conclusion of works contracts (including realization of the Consu folderltation des entreprises) ACT / DCE,

—— Visa for execution studies and VISA synthesis,

—— Direction of the execution of works DET,

—— Assistance to reception operations and during the warranty year perfect completion of AOR,

- additional missions:

—— direction of the SYN SYN cell,

—— Scheduling, piloting and coordination of OPC,

—— coordination of Fire safety systems SSI.

As part of the mission, the project manager assumes all the technical and administrative tasks charged to him by the general administrative clauses applicable to public works contracts (order of 8.9.2009 approving the specifications administrative procedures applicable to public works contracts - nOR: Ecem0916617a).

The project management mission isAlso includes as much assistance as necessary to the contracting authority for relations with other service providers operating on the site (CSPS, external controller, etc.).

The mission element EXE is not part of the missions to be executed

The applicant must provide:

1) a letter of application with identification of the candidate or form DC1 duly completed;

2) the declaration of candidat or DC2 form duly completed;

Important: forms DC1 and DC2 to complete are those attached to the consultation file. They have been updated following the entry into force on 1.4.2019 of the CCP;

3) the copy of the judgment (s) pronounced if the candidate is in receivership; persons admitted to receivership or to an equivalent procedure governed by a foreign rightmust justify that they have been authorized to continue their activity during the performance of the contract;

4) a declaration on honor to justify that the candidate does not enter in any of the cases mentioned in articles L. 2141-1 a L. 2141-5 and L. 2141-7 a L. 2141-10 of the CCP and is in good standing with regard to articles L. 5212-1 to L. 5212-11 of the labor code concerning the employment of workersdisabled, unless the candidate provides a DC1 form.

The candidate must provide:

6) a statement concerning the overall turnover and the turnover of the field of activity being the subject of the public contract, carried out over the last 3 financial years based on the date of creation of the business or the beginning of the business of the economic operator, to the extent thatthis information is available.

Applicants are informed that this contract does not require a minimum overall annual turnover.

In accordance with article 2 II of the decree of 29.3.2016 fixing the list of information and documents that may be requests to candidates for public markets, if the candidate is objectively unable to produce this information as evidenceBased on his financial capacity, he can prove his capacity by any other document considered appropriate by the contracting authority;

7) an appropriate declaration by banks or proof of insurance for professional risks (civil liability).

The SPL Maraina acts in the name and on behalf of the Reunion region as an agent. All times in this notice are inlocal hour. Unless the holder expressly renounces the commitment, an advance will be granted. The amount of the advance, the dates and the conditions of payment and repayment of the advance are specified in the Special Administrative Conditions Book (CCAP). This market is 100% financed by the Reunion region's own funds. In accordance with article R. 2192-10 of the CCP, the payment will be made by bank transfer within a maximum period of 30 days.

Articles R. 2192-10 and R. 2192-36 of the CCP will apply.

This contract is processed at a global price. and flat rate applied to all or part of the public market in application of the amount indicated in full in the deed of engagement.

The remuneration of the project manager planned for the executionmission is temporary. It will become final under the conditions set out in the Particular Administrative Clauses (CCAP).

Regarding the completion of additional missions (SYN, OPC and SSI), the remuneration of the project manager as it appears in the act of engagement is definitive.

Modalities of evolution are specified in the Administrative Clauses Book.special atives (CCAP). In the case where the economic operator is a momentary group of companies, no particular form is imposed. However, in the event of joint grouping, the agent must be united.

Unless otherwise stated in the Particular Administrative Clauses (CCAP), the duration of the contract runs from the notification of the contract until the end of the period of (provided forsection 44.1. 2 paragraph of the CCAG-Works) or after extension of this period if the reservations notified during the reception are not all lifted at the end of this period. In this hypothesis, the completion of the mission occurs at the moment of the last reserve. In the event of a plurality of guarantee periods of perfect completion, the task of mastering the work shall end at the expiry of thelast guarantee period of perfect completion except extension of this period or lifting of reserves after its expiration. In this hypothesis, the completion of the mission occurs during the last release of the reserves. The duration indicated in Article II.2.7) of this notice is given for information only. The deadlines for the execution of the services appear in the act of engagement.
