The project is in the perimeter of maintenance 94.8-103.5 km

The project is located in the perimeter 94.8-103.5 km.

L'etaTraces and works of art require refurbishment and adaptation to current standards. The northbound emergency stop strip between the Rothenbrunnen junction and the south portal Isla Bella is also planned. The evacuation of the waters of the whole section will be adapted to the current FOEN guidelines according to a new concept of water evacuation.on a total volume of 35, 000 hours for the processing of the project.

The following proofs / certificates must be attached to the prescribed tender documents, otherwise the tender can not be taken into consideration.

CQ1: Experience / Reference of the undertaking:

1 comparable reference.

In the context of the evaluation of the qualification, a reference is recognized as being comparable whenfulfills at least the following conditions:

a) project for the tracing and construction of highways, high-speed roads without interruption of traffic;

b) planning mandate from phase 32 to phase 53 (phases SIA);

c) reference work completed;

d) the phases requested in point b can be satisfied with max. 2 references; e) minimum investment volume of mandat 500 000 CHF (minimum amount of fees). The amount of the two references must at least reach the minimum investment amount requested.

CQ2: Key person, reference:

Is considered as key person for the evaluation of the qualification criteria the person performing the following function in the framework of the project :

Project Manager.

Minimum Requirements for the Key Individual for-the satisfaction of the qualification criteria:

Engineer with a degree in EPF, HES or equivalent, with a reference of project manager or deputy project manager in a project fulfilling at least the following conditions:

a) project concerning the trace and works of national highways, high traffic routes without traffic interruption; b) planning mandate from phase 32 to phase 53(SIA phases)

c) reference work completed;

d) the phases requested in point b can be satisfied with max. 2 references;

e) minimum investment volume of the mandate CHF 500, 000 (minimum amount of fees). The amount of the two references must at least reach the minimum investment amount requested.

CQ3: Proof of availability:

- confirmation of the availability of the person- minimum availability of the project manager by 25% in 2019 and 25% in 2020 - minimum availability of the additional project manager by 20% in 2019 and 20% in 2020. - CQ4: Economic / financial capacity :

- confirmation that the services of the subcontractors do not exceed 50%,

- confirmation that the annual turnover of the bidder for the years 2016 and 2017 is more than-2 times higher than the annual turnover of the mandate.

Proofs / certificates not more than 3 months old to be submitted after the submission of the offer at the request of the donor of the order:

- extract from the commercial register and prosecution,

- recent extract of the compensation fund AVS / AI / APG / AC,

- confirmation of the insurance LAA,

- confirmation of the tax administration,

- certificateinsurance.

All documents must be less than 3 months old.

Partial offers are not allowed.

Negotiations:

Remain Reserved. There will be no auctionreverse or price negotiations. Subsequent negotiations to revise bids or to modify bene fi ts may have an influence on the price.

Conditions governing the procedure:

The contracting authority awards public contracts for services in Switzerland only to bidders who guarantee compliance with the provisions on the protection of workersrs, working conditions and equal pay for men and women.

Other information:

1) Tendering criteria (CA):

The information on the tender criteria must be submitted at the same time as the dossier. of supply (predefined):

CA1: 40% weighting price;

CA2: task analysis and proposal of approach / quality management concept / risk analysis p25% reduction with the following subdivision:

- task analysis and approach proposal: 15%,

- quality management concept: 5%,

- risk analysis: 5%;

CA3: people key: qualification against the requirements of the 35% weighting project with the following subdivision:

- project manager: 12%,

- additional project manager: 7%,

- technical specialist for the elaboration of the projecte trace: 8%,

- technical specialist for the development of the project on engineering structures: 8%.

For each key person, the CA3 criterion is evaluated with a single note taking into account for the reference (comparability of the function and the reference work with the function and structure of this tender) and the curriculum vitae (evaluation of training and experienceProfessional in view of the project) submitted with the offer.

Price evaluation:

The maximum score (5) is awarded to the revised bid at the lowest price. Bids that are at least 100% above the lowest bid get a score of 0. In between, the valuation is linear (rounded to two points after the decimal point). Any proposed discounts are not taken into account whenprice evaluation.

Rating of other criteria for tendering:

Evaluation is always done with a score ranging from 0 to 5:

0 = evaluation impossible // no information;

1 = criterion very poorly fulfilled // insufficient and incomplete information;

2 = poorly fulfilled criterion // information without sufficient link to the project;

3 = normal criteria, average // average qualitymeeting the requirements of the call for tenders;

4 = well fulfilled criterion // good quality;

5 = very satisfactory criterion // excellent quality, very important contribution to the achievement of the objective.

If a main criterion is composed of sub-criteria, these are notes. The number of points of the criterion is obtained from the sum of the notes of the sub-criteria, multipliedby their weighting.

Total points:

Sum of the notes multiplied by their weighting (maximum number: 5 x 100 = 500).

2) No visit is planned.

3) The maturity of the project as well as the availability of credits remain reserved.

4) The drawing up of tenders is not paid. The files of the latter are not returned.

5) Exclusion: mandate, the CommunityAF Toscano AG, EWP AG, Brueniger Co. AG is not authorized to participate in this procedure.

6) Pre-Involved Firms: N13 Engineers Community Incorporated Pini Swiss Engineers SA, Conzett Bronzini Partner AG and Straub AG handled the development part until the final project phase (PDEF) and the maintenance part up to the concept phase of the project.tervention…
