1 comparable reference

In the assessment of suitability, a reference is considered comparable if it satisfies at least the following conditions:

a) project for tunnels on national highways, high-traffic roads or railway tunnels; b) 1 project mandate and road management;(32 to 53 SIA 108: 2014) for a tunnel video installation (VTV) including automatic incident detection (ED);

c) fully executed reference (successful on-site tests);

d) phases b) can be fulfilled by presenting a maximum of 2 references: the 2 must however satisfy points a) and c).

e) minimum amount of the mandate of 150 000 CHF. The sum of the 2 references must reach the required minimum amount.

The other electrical or security systems are considered as valid for the management of the work.

For CI2: Key person, reference.

The key person considered for the evaluation Qualification Criteria The following function is fulfilled in the performance of the contract:

- Project Manager

The minimum requirements of the contractThe following are the criteria for the assessment of capability criteria: (a) project for tunnels on national highways, high-traffic roads or railway tunnels; b) 1 project mandate and works direction (32 to 53) SIA 108: 2014) for a tunnel video installation (VTV);

For CI3: Attestations of the availability.

Evidence atestifying the availability of the key person:

Confirmation of minimum availability of the project manager equal to 10% in 2019 and 10% in 2020.

For CI4: Economic / financial aptitude.

- proof that are entrusted to subcontractors to maximum of 50% of the total services,

- attestations concerning the annual turnover of the tenderer for the years 2016 and 2017, which must be supertwice the annual turnover of the market.

Certifications / evidence to be submitted after the submission of the tender by the tenderer on the request of the contracting authority:

- extract from the commercial register,

- extract from the register of the prosecution,

- current proof of payment for AVS / AI / APG / AC,

- certificate of insurance LAA,

- certificates of the federal administration of contributions,

- attInsurance rates.

Negotiations: the negotiations remain reserved. He does notThere will be no reverse auctions or price negotiations. Subsequent negotiations to revise tenders or to modify services may have an influence on the price. Conditions governing the procedure: the contracting authority awards public contracts for services in Switzerland only to contractors who guarantee compliance with the provisions on the proworkers' conditions, working conditions and equal pay for men and women.

Other indications:

1) Detailed description of the project

Project and works management for the replacement of the video installation of the San Bernardino motorway tunnel, located along the N13 national road between km 44.0 and km 50.8. A new video surveillance system for trafficin tunnels should be considered, as well as in its approach areas, corresponding to the current guidelines and guidelines being developed by the Federal Roads Office. The images must be made available at the command posts of the Cantonal Police and Territorial Unit V, as well as at the National Traffic Control Center (VMZ) in Emmen. The new video systemThe monitoring should be integrated into the communication network (KOM) in the higher management systems (LSK, VMS). An integral part of this mandate is also the adaptation, where appropriate, of the fiber optic transmission infrastructure, the communication network, the VMS system, the LSK system and the dismantling of the entire existing installation. The realization of these interventions-will take place parallel to the completion of the project to replace the San Bernardino tunnel ventilation system, currently in the intervention project phase, which includes important measures both on the operational and safety equipment of the tunnel, and on the works of civil engineering. The replacement of the CCTV system must be coordinated with theventilation and take place on the same site. The subjects of this mandate are the following services:

- recovery of data from the current video surveillance system, resumption of the generation of the project,

- intervention project (phase 32 SIA 108: 2014),

- calls for tenders, comparison of tenders, tendering proposals (phase 41 SIA 108: 2014),

- execution project (phase 51 SIA 108: 2014),

- execution of the structure (phase 52 SIA 108: 2014), including technical and local management of works (site supervision),

- commissioning, completion (phase 53 SIA 108: 2014 )

- archiving of documents according to the procedures of the Federal Roads Office,

- coordination, in all phases, with the project manager, territorial unit V, cantonal police canton Graub-nden, -SUVA, BAMO, project designers for the replacement of ventilation, third parties. The main objective of this mandate is to ensure that the replacement of the video installation is done in compliance with the costs, time and quality requirements requested by the contracting authority. The total number of hours available for the development of the mission of this call for proposals amounts toA total of 3, 898 hours, including guidelines.
