Based on the contract, services will be provideddesign and technical assistance from the designer for the objective: "DALI PT Real Estate Rehabilitation Dacia Cinema located in Timisoara, Str. Burebista nr. 5 "unique identification code: 14756536_2018_PAAPD1039462, according to the requirements of the awarding documentation.

Design services and technical assistance from the designer for the objective: "DALI PT Real Estate Rehabilitation Dacia Cinema located in Timisoara, Str. Burebista nr. 5 "unique identification code: 14756536_2018_PAAPD1039462, in accordance with the requirements of the awarding documentation.

Based on the contract to be concluded, design services will be provided andtechnical assistance from the designer, as follows:

1) DALI Expert Documentation Expert 2) Project for authorizing the execution of the works Project for the organization of the works including the project for obtaining the construction authorization Technical Project execution Execution details Task Schedule SSM Plan Outcome Witness As Build Audit Energetic;

3) Specialist assistance by the designer as an expert co-opted during the execution of the works execution and during the execution of the works.

The documentation will be elaborated according to H.G. no. 907/2016, regarding the development stages and the framework content of the technical and economic documentation related to the financed investment objectives / projectsfrom public funds

Timisoara City will at any time exclude the procedure for the award of the service contract, any economic operator who is in one of the situations provided by art. 60, 164, 165, and 167 of Public Procurement Law 98/2016.

Exclusion reasons will also apply to associates / subcontractors / third-party supporters, as the case may be. The way elseFulfillment: Under the sanction of rejection of the offer as unacceptable, each economic operator participating in the awarding procedure (tenderer, associated tenderer, subcontractor, third party, as the case may be) will present with the offer and the DUAE completed according to the provisions of art. 193 of Law no. 98/2016, with information related to their situation:

Will be presented:

(a) Statement of non-compliance-in situations potentially generating conflict of interest, as defined in Art. 60 of Law no. 98/2016, by all participants in the procedure; (b) Where appropriate, the firm's firm commitment to documents supporting the manner in which its support, subcontracting and / or association agreement will materialize. The supporting documents asto prove the fulfillment of the obligations assumed by completing the DUAE shall be submitted, only at the request of the contracting authority, by the tenderer placed first after applying the award criterion on the admissible tenders.

1) Within the documents attached to the participation announcement, the DUAE is put at the disposal of interested economic operators, in editable format, in order to complete it by the bidders. The participating economic operators will complete thisthe information / responses related to the exclusion / failure to meet the eligibility criteria requested by the contracting authority that have a correspondence at the level of the acquisition data sheet (where clearly stated) and will not have the right to intervene on the DUAE format, respectively on the requirements imposed by the contracting authority; 2)-In order to view the attached documents, the economic operators must have a necessary program to view the electronically signed files;

3) Economic operators have the right to submit the offer (the DUAE completed, the declaration on non-compliance with the provisions of Article 60 of Law No. 98/2016, the technical proposal, the financial proposal, the document proving the constitution of the guarantee of the partiesand, if applicable, the support of the third party, the association agreements and / or subcontracting agreements), only in electronic format, signed with the extended electronic signature; 4) Requests for clarification regarding this tender documentation will be addressed in exclusively in SEAP within the award procedure conducted by electronic means, the account authoritythe respondent will not respond to requests addressed by means of communication other than the established one. Any interested economic operator has the right to request clarifications or additional information regarding the awarding documentation in compliance with the deadline specified by the contracting authority in section II.1.4) of this document, not later than 15 daysis before the deadline set for the submission of tenders. Clarifications submitted after this deadline will no longer be taken into account. According to art. 160 161 of Law no. 98/2016, the contracting authority will respond in a clear and complete way to all clarification requests / additional information on the 11th day before the deadline set for the submission of tenders, as far as the carthese will be addressed within the deadline stated in the tender notice. The answers to the requested clarifications will be published in the SEAP in the tender notice; 5) If the contracting authority requests the submission of certain clarifications / completions, in order to check the conformity of the offer with the required requirements, both the request and the bidder's response are transmitted-in SICAP (new SEAP), only in electronic format, signed with extended electronic signature. If the bidder's response is posted to the SICAP without the extended electronic signature, its offer will be assimilated to the provisions of Art. 137 par. (2) lit. j) of GD no. 395/2016, being rejected as unacceptable; 6) If, following the application of the award criterion, the "lowest price" finds that deggs or more first-ranked offers, contain equal prices, re-routing through SICAP will be required. If this is not feasible for reasons attributable to the SICAP operator, a new offline financial proposal will be requested from bidders.
