Framework agreement Lot 1 - "Design services", framework agreement Lot 2 - "Project verification, supervision of works by authorized site supervisors and consultancy [...] details on wwwThe contracting entity intends to carry out the procurement of design services, project verification, supervision of works through authorized construction site supervisors and technical consultancy for technical and municipal construction works for:

Main Site: Ilfov County.

The contracting entity intends to purchase some servicesproject design, project supervision, supervised works by authorized site supervisors and technical consultancy for technical and municipal construction for:

- Construction of joints and fittings,

- Realization / extension of water and sewerage networks,

- Building rehabilitation works and / or water and canal installations.

Technical assistance from the designer during the realizationtechnical-municipal works; Realization of surveys / measurements for the existing networks, under the management of ACI-Ilfov.

Lot II "Project verification, supervision of works by authorized construction site supervisors and technical consultant for technical-municipal construction":

- Minimum frame agreement: Annex 5 to the specifications,

- Maximum frame agreement: According to Anexei nr. 6 - Minimum and maximum quantity estimates that could be the subject of a single subsequent contract, of the following to be awarded during the duration of the framework agreement: - Minimum quantity: According to Annex no. 7 to the specifications,

- Maximum quantity: According to Annex no. The minimum and maximum quantities mentioned are estimates ofof the quantities that may be required throughout the duration of the framework agreement, which may be smaller, equal or higher than estimated, depending on the needs of the contracting entity.

The tenderers (including associates and subcontractors) must not be found in the situations provided in art. 177, 178, 180 of Law no. 99 / 2016.

The way by which it can be proved indefinitely• The supporting documents proving the fulfillment of the assumed by the DUAE will be submitted, at the request of the contracting entity, only by the bidder ranked first in the intermediate rankings completed when bid evaluation is completed.

Ofsolicitors, third-party supporters and subcontractors must comply with the conflict-of-interest rules provided for in Art. 73. of Law no. 99/2016 on public procurement. The declaration according to art. 73 of Law no. 99/2016 will be submitted by all participants, together with the submission of the DUAE, according to the attached documentation.

The manner by which the performance can be demonstrated• The supporting documents proving the fulfillment of the assumed by the DUAE will be submitted at the request of the contracting entity, only by the tenderer ranked first in the intermediate rankings prepared to complete bid evaluation.

The supporting documents proving the fulfillment of the assumed by completing the DUAE will be submitted only by the tenderer declared first on completion of the evaluation as a result of the request of the contracting entity. with decision-making functions within the contracting authority:

Caution:

- The failure of the DUAE with the offer (including the associate, subcontractor) attracts its rejection as unacceptable, - The framing of the situations stipulated in Art. . 177, 178, 180 of Law no. 99/2016 entails exclusion from the procedure,

- In the case of non-resident economic operators, they are accepted as documentsproof documents equivalent to those required for resident economic operators issued by the competent authorities of the country of origin of the economic operator concerned or of the country in which it is established. Where documents are not issued in the country of origin or in the country where the economic operator is established or the documents do not cover all situationsprovided in art. 177, 178, 180 of the law, a declaration on its own will be accepted as evidence, or if there are no legal provisions in respect of declared [...] details on www.e-licitatie.ro. if the tender is submitted by a group of economic operators, the tender must include an association agreement, according to the model of association agreement in the sectIn the case of the winning bid, at the conclusion of the public procurement contract, the contracting entity will require the future contractor to legalize the association agreement (legalization of the signatures according to the provisions of Law No. 36/1995 republished in 2014).

If two or more first ranked offers contain the same score, the contracting entity will designate cthe bidder who submitted the lowest price. If the prices are equal, the contracting entity will ask for the rebate of the price.

The offer can be made for one lot. For viewing the awarding documentation uploaded in SICAP, it is necessary for the economic operators to hold / install on the workstation, the application that allows verification of the electronic signature and-viewing electronically signed documents (available on the websites of the electronic signature providers).

In order to submit requests for clarifications regarding the awarding documentation, the economic operators will register with SICAP (www.e-licitatie.ro) as operator, according to the provisions of art. 5 par. (1) of GD no. 394/2016 and will transmit the requests taking into consideration the terms of replyof the contracting authority referred to in art. 172 173 from Law no. 99 / 2016.

The tender and the documents accompanying it shall be signed with the extended electronic signature according to art. 67 paragraph (4) of GD no. 394/2016, otherwise the provisions of art. 143 par. (2) lit. j) of GD no. 394 / 2016.

In case of an appeal, the contestant has the obligation to observe the provisions of Law no. 101 / 2016.

Economic operators are required to file the DUAE with the offer, subject to the rejection of the latter as unacceptable.form art. 143 par. (2) lit. b) of the Annex to the GD no. 394 / 2016.

The framework agreement will be concluded with an economic operator for each batch. Further information on the award of the framework agreement and its subsequent contracts can be found in the tender documentation attached to this notice.
