We are looking for a contractor (general planner) who will provide planning services for the following performance figures:

Main Site: 45128 Essen

The project "Berthold-Beitz-Boulevard 3. BA" comprises the following measures:

- Continuation of the 4-lane main road from Frohnhauser Strasse to Hans-Boeckler-Strasse (B 224):

The Berthold-Beitz-Boulevard will be rebuilt from Frohnhauser Strasse to Hans-Boeckler-Strasse on a length of approx built, 4-strip extension for the motor vehicle traffic and track course of the OePNV on own railway body in middle position,

- extension Hans-Boeckler-Strasse, Friedrichstrasse(B 224) from Schwanenkampstrasse to Kaupenstrasse

On the road of the B 224 the Hans-Boeckler-Strasse will be extended from the Schwanenkampstrasse to the Kruppstrasse on a length of approx. 620 m from 4 to 6 lanes. Furthermore, the section of the Friedrichstrasse from Kruppstrasse to Kaupenstrasse should be supplemented by a third lane on this street train to about 180 m.

- UmConstruction of the Hachestrasse with Unterfuehrungsbauwerk

The Hachestrasse is intended for the continuation of the planned tram connection "Bahnhofstangente" via the Berthold-Beitz-Boulevard and Hauptbahnhof to the Steeler Strasse In this construction phase the cross section of the Hachestrasse is initially on a length of about 200 m adapted to the junction of Hans-Boeckler-Strasse.-For the height-free guidance of the tram a Unterfuehrungsbauwerk with under-crossing of the B 224 is intended.

- to the section of the Hans Boeckler road between Hachestrasse and Schederhofstrasse gehoert also the demolition of the existing Schwanenkampbruecke, which leads currently with only four lanes over the existing railroad tracks, and the new construction of the bridge, the future enThe planning task consists essentially of the services provided by Objektplanung Ingenieurbauwerke -- 41 et seq. HOAI, Transport Planning -- 45 HOAI, Structural Design -- 49 HOAI, Technical Planning Technical Equipment -- 53 HOAI and other services according to the specifications.

The parallel runninge Project "Bahnhofstangente" includes along the streets Berthold-Beitz-Boulevard (new construction section 3), Hachestrasse, Am Hauptbahnhof and Hollestrasse a ca. 2.4 km long aboveground tram line between Frohnhauser Strasse in the west and Steeler Strasse in the east five stops: Westendhof, Hans-Boeckler-Strasse, Hindenburgstrasse, Hauptbahnhof (tram) and Hollestrasse (connection point tram and bus). For the upcoming western section from the Frohnhauser Strasse to the Hans-Boeckler-Strasse (B 224), the planning is managed by the city of Essen, both with regard to the planning services for the individual traffic systems and the public transport systems (insofar Tender takes place in the name and on RThe eastern section of the project "Bahnhofstangente" from the Hans-Boeckler-Strasse (B 224) to the Hollestrasse is under the responsibility of the Ruhrbahn.This parallel project is to be taken into account and the linking of both projects in the area of the Ruhrbahn Hans-Boeckler-Strasse is being planned.

For the project "Berthold-Beitz-Boulevard 3, Construction stage ", a contractor (general planner) is sought, which grades the following services according to the following phases (Lph.) And more detailed specification of the specifications:

- Lph. 1-3 with documentation for a Foerderantrag as the basis for a planning decision at AG (engineering works Road and rail transport systems; structural engineering;Equipment),

- Lph. 4-5 with document production for the building decision in the city council of Essen (engineering works, road traffic [without Lph. 4], structural engineering, technical equipment) and for a planning approval procedure of the Ruhrbahn (rail traffic systems),

- Lph. 6-9 (civil engineering structures; road traffic facilities; rail transport facilities [only Lph. 6]; structural design [only Lph. 6]);-Technical equipment).

All supporting documents and declarations must be submitted with the application for participation. However, missing evidence and explanations may not be requested from the client. A copy of the evidence in copy is sufficient. The client reserves the right to request proof of the competent authorities before the award of the contract, dthe statements made and the evidence given were truthfully submitted. The under no. III.1.1) are to be presented by the applicant and, in the case of applicant associations, by the latter or in each case by all members. Does the candidate / consortium use the economic, financial, technical or professional leIn the case of another company's ability to pay (so-called "qualifying loan"), explanations 1 and 3 (self-declaration forms 1 and 3) listed under section III.1.1) must also be provided / explained separately by the respective qualifying lender and enclosed with the application for participation.

Foreign applicants have equivalent proof the responsible authority / institution of their homelandof teaching.

1) General company information, information on entry in the professional or commercial register, information on entries in the central commercial register, presentation of the organizational structure of the company (self-declaration form 1),

Self-declaration on the absence of exclusion reasons under - 123, - 124 Abs. 1 GWB, in - 124 Abs. 2 GWB mentioned exclusion reasons and those according to - 5 Korruptionsgesetz NRW (Self-explanatory form 3)

Note: measures of Bewebrs / of the member of the applicant community / the suitor for self-cleaning according to - 125 GWB are to be submitted as a separate declaration with the application;

4) self-declaration for the absence of any exclusion in accordance with - 19 para 3 MiLoG (self-explanatory form 4)

5) if necessary explanation for subcontracting and suitability lending (self-explanatory form 15);

6) if necessary, an obligorIf the required explanations are not available, no suitability will be accepted and the applicant / consortium will be excluded from the procedure.

The explanations and supporting documents required under III.1.2) shall be submitted by the candidate or the applicant community with the request to participate. Serves the competitionsr / the applicant community with regard to the economic and financial capacity of another company (so-called "suitability lending"), the declarations, insofar as they are to be covered by a suitability lender, must be taught / explained by the applicant and enclosed with the application for participation. Missing evidence and explanations can be requested from the client. In the uthe same applies under point III.1.1). Required declarations / proofs are:

1) self-declaration on the public liability insurance (self-declaration form 5); 2) self-declaration (s) on the total turnover and turnover in the areas (1) planning services in the construction industry, (2) engineering services, (3 ) Planning services in the field of traffic systems and (4) Planning services in the area of structural engineering in each case based on the last 3 completed business years (2015 - 2017) (self-declaration form 6).

1) The procedure carried out by the client is a negotiated procedure with upstream competition in accordance with the fourth part of the GWB and the VgV. The procurement law principles of transparency of the procedureand the equal treatment of all candidates and tenderers are strictly observed throughout the procedure.

2) This notice launches the upstream competition to participate. For the participation contest, the client has produced a document which consists of further information and contains forms which are to be used to file the application to participate.

3) The design of the Veand the applications to be expected entail a considerable effort on the part of the client. This limits the number of tenderers to be invited to bid on the basis of the provisions of para. II.2.9). The forms and forms required for the application form (see point III.1) can be downloaded from www.vergabe.metropoleruhr.de

6) Further information on the competition-7) After completion of the competition, the selected candidates will be invited to submit a binding offer.

8) After the tender has been submitted, the selected bidders will receive ( see point IV.1.4) the opportunity to present their offersin not using their own option to award the contract on the basis of the initial offers, without entering into negotiations, negotiation talks are conducted with the 3 bestsellers. On the basis of this, the 3 best bidders are invited to once again make final binding offers.
