Three-phase electricity meters

Purchase of three-phase electricity meters, for measuring the energy distributed to consumers, transformer stations and transformer stations.

Main Site: Distribution of Electric Power Muntenia Nord SA at its branches.

Estimates of minimum quantities andmaximums that could be requested during the whole framework agreement:

- estimated minimum amount of framework agreement: lot 3 = 9 450 pcs.,

- maximum estimated amount of framework agreement: lot 3 = 18 900 pcs. minimums and maximums that could be the subject of a single sub-contract of the following to be assigned during the framework agreement:

- estimated minimum quantity: lotl 3 = 4 700 pcs.,

- maximum estimated quantity: lot 3 = 9 450 pcs.

The number of subsequent contracts estimated to be concluded during the period of the framework agreement.

Requirement no. . 1:

Presentation: DUAE Form - Unique European procurement document according to art. 202 Law 99/2016, for

Bidder (in case of association for both leader and associates) / third party supporter / subcontractor

1) The contracting entity accepts at the time of submission of the participation requests or the DUAE (Unique European Acquisition Document) offers, which consists of a declaration on its own updated responsibility, as a preliminary proof instead of the certificates issued by the public authorities or by third parties confirming that the economic operator in question fulfills the following conditions:

a) The exclusion situations apply to all economic operators - bidders / third-party supporters / subcontractors:

i. - the bidder, the associated bidder, the subcontractor and the third party are not in any of the exclusion situations provided in art. 177, 178 and 180 of Law 99/2016. - the bidder, the associated bidder, the subcontractor and the third party are not in the provisions of art. 71-73 of Law 99/2016.

b) meets the capacity criteria, as requested by the contracting entity;

2) If the economic operator demonstrates the fulfillment of the criteria regarding the economic and financial situation or regarding the technical and professional capacity based on the capacities of other entities, invoking, as the case may be, the support of a third party, DUAE, together with the commitment ofThe support must be completed separately by the third party (s). The DUAE presented by the third party / third party sponsor (s) will include all the information mentioned in par. (1) lit. a), as well as the information from par. (1) lit. b) and c) which are relevant for the support granted in the respective award procedure.

3) If the economic operator intends toto subcontract a part / parts of the contract, DUAE also includes information on the part of the contract to be eventually subcontracted, and will have annexed the subcontracting agreement. The subcontractors on whose capacities the bidder / candidate is based must complete, in their turn, the DUAE separately, including all the information mentioned in par. (1) lit. a), as well as those from othersn. (1) lit. b) and c) that are relevant from the perspective of the subcontractors capacities on which the bidder / candidate is based in the respective award procedure. In the case of subcontractors whose capabilities the bidder / candidate does not rely on, the DUAE will only contain the information mentioned in par. (1) lit. a). "

Lots: 1, 2, 3. Specify the average annual turnover. We request, in accordance with art. 188 of Law 99/2016 with the subsequent amendments and completions, the fulfillment as the minimum requirement regarding the economic situation andfinancial: the average annual turnover for at most the last 3 financial years available (2016, 2017, 2018) must be equal to or greater than:

- lot 1 2 900 000 RON,

- lot 2 360 000 RON,

- lot 3 2 300 000 RON.

The way in which the award documentation can be accessed: SICAP.

The way of separating the admissible offers with equal scores, after the final stage of "Electronic auction"ica ".

The award procedure is online (with final stage of electronic auction).

If two or more tenders are ranked first, with equal scores, after the final stage of" Electromic auction " will do it in view of the score obtained by the evaluation factors, in descending order of their weights.the contracting party has the right to request (through SEAP / SICAP at the Inquiry Section ") new financial proposals and the winning bid will be designated the one with the lowest financial proposal.

Prices will be calculated with a maximum of two decimals.

The winners will be designated by application of the award criterion: the best price-quality ratio

After the preparation of the intermediate reportregarding the ranking, will be presented at the request of the contracting entity, the supporting documents proving the fulfillment of those assumed by completing the DUAE by the bidder ranked first in the intermediate ranking prepared at the end of the evaluation of the offers.

The documents presented must be valid at the date of presentation. In the situation where, following the real stepsarising from the contracting entity on the basis of art. 205 para. (2) of Law 99/2016, the bidder ranked first does not properly demonstrate the full fulfillment of all the qualification criteria, the contracting entity asks the bidder ranked second to submit all supporting documents as proof of the information contained in the DUAE, for the purpose verifying the fulfillment of the criteriaof the qualifying third countries.

The contracting entity may request any tenderer, at any time during the procedure, to submit all or part of the certificates and supporting documents requested when this is necessary to ensure the proper conduct of the procedure. to the interested economic operators, the electronic version of DThe UAE is made available in the award documentation
