Public Procurement, Implementation and Maintenance in Operational Condition of Port Management Software and Associated Services

The purpose of the contract is to provide all services and subjects for:

Main Site: Siege of the commercial port of Galisbay, Saint-Martin.

Currently, the port activity is managed through a software developpe internally with the help of a computer service provider. This software has been developed with Microsoft technologies and works in particular with a SQL Server database. The modalities of data exchange with external actors (port agents, freight forwarders ...) are not integrated within this tool. The existing infrastructure services and the materials used are specified inthe consultation regulation and the CCTP. There are 8 servers operating under windows server the minimum requirements required by the port establishment under the present contract and object of firm services are:

- management of stopovers,

- management of imported goods, exported, storage,

- management of access to the ground,

- 9 interface with shipping agents sstatistics and performance indicators (KPI), dashboard editions, with data export possibilities, audit of events with access to the tool via a web portal and mobile applications the training actions to be planned will concern following public:

- port agent: 8 controllers / management,

- 8 private security, 6 shipping agents,

- 10 users referent supUser,

- 2 commitments on service levels and availability of the tool are requested from the CCTP. The supply of these services is a minimum requirement of the port establishment to which the tender of the holder will have to answer.

- documents relating to the powers of the persons authorized to engage the candidate whose, if necessary, those retracing the delegations as well as a extrK-bis (or any other equivalent document according to legal nature), letter of application (DC1 or equivalent) or declaration of honor that it does not enter into any of the compulsory bidding Articles 45 and 48 of the Order n 2015-899 of 23.7.2015,

- the form DC2 () or equivalent and the documents requested in this form,
