The present market is a supplies market with the purpose of the supply and installation of weighing equipment under a frame bridge and analysis of associated data.

The WIM-Bridge is a system whose installation is based on a selected bridge deck.
The installation consists of:
- sensors (Sensors) to be placed below a frame bridge to analyze 2 traffic lanes (total weight axle weight),
- a device allowingto collect the raw data of the system in order to exploit them,
- ANPR camera (reading of plate) in order to cross the results with those obtained by the conventional WIM being downstream of the installation.
The electric power supply the signage and the eventual securing of the site is the responsibility of the successful bidder.
Grounds for Exclusion
a) Grounds for Exclusion Mandatory
Part III of the DUME must be duly completed by the tenderer or each member of a group of economic operators and, where appropriate, by each third entity (subcontractor or not) to which capacity it is used to satisfy the selection criteria These grounds are those enumerated in articles 67 of the law of 17.6.2016 and 61 of the royal decree of 18.4.2017.also applies where the person concerned is a member of the administrative, management or supervisory body of that tenderer or has a power of representation, decision or control within it.
(b) Grounds for optional exclusion
Any tenderer who is in a situation referred to in Article 69 of the Law of 17.6.2016 may be excluded from the procedurein accordance with the conditions laid down in that Article.
(c) Corrective measures (Article 70 of the Law)
Any tenderer who is in one of the situations referred to above in points 8.1 (a) and 8.1 (b) may provide evidence to show that the measures he has taken are sufficient to demonstrate his reliability despite the existence of a ground for exclusion.(Article 68 of the Law and Articles 62 and 63 of the PRA) is excluded from participation in the procurement procedure, at any stage whatsoever, the tenderer who does not meet his obligations relating to the payment of taxes. and taxes or social security contributions.

8.3. Selection Criteria
The tenderer must fill in the sections of Part IV of the DUME corresponding to each of the selection criteria specified below.
Each member of a group of economic operators must complete part IV of the DUME-by specifying its own capabilities.
In case of recourse to the capacity of another economic entity to meet the selection criteria, part II, C of the DUME must be duly completed by the tenderer, which specifies in his tender market share in accordance with Article 73 - 2 of the Royal Decree of 18 April 2017. In this case, the tenderer must attachthe commitment of this entity is offered that it will provide the necessary means to the tenderer (see commitment form in annex 1 to these specifications).
Each third entity has the capacity of which it is used to satisfy the criteria. Complete Part IV of the UEM by specifying the capacity concerned.
If the tenderer intends to usesubcontracting, it must also complete part II, D of the DUME.
