The received offers for participation are opened at a public meeting at the date and time specified in section IV.2.7), at which the participants in the meeting may attendthe proceedings or their authorized representatives, as well as representatives of the mass media. According to Art. 104, para. 2 of the Public Procurement Committee the commission will evaluate the technical and price proposals of the participants before considering the documents for compliance with the selection criteria.thaw under Art. 54, para. 1 and Art. 55, para. 1, item 1 and items 3-5 of the Public Procurement Act, which arose before or during the procedure, as well as pursuant to Art. 107 of the PPL. According to Art. 67, para. 1 of the PPA, when submitting the tender, the tenderer declares the lack of grounds for removal and compliance with the selection criteria throughsubmission of the EDES, and the documents are submitted under the conditions of Art. 67, para. 5 and Art. 112, para. 1, item 2 of the Public Procurement Act.

A participant for whom there are grounds for removal shall have the right to present evidence that he or she has taken measures that guarantee its reliability, despite the existence of the relevant grounds for removal under Art. 56 of the PPA.

All participants together with the offer should submit aplace 1 number of samples of the meter according to the technical specification, part of the documentation for participation., Annex 2 to technical specification 22 / 07-02-BG and Annex 3 to technical specification 22 / 07-02-BG will be implemented byh Conducting a functional test that may make the integrity of the sample impaired and / or render it unusable. The samples of the other participants will be returned or paid in accordance with Art. 76 of the PDPA after conclusionof the contract, respectively termination of the procedure.
