Supply of low and medium voltage net electricity and performing the functions of coordinator of a standard balancing group for the needs of the units of Medical University - Sofia.

Delivery of net electricity of low and medium voltage and performing the functions of coordinator of a standard balancing group. for the needs of the units of Medical University - Sofia in. Sofia, Vratsa and Kiten (the boundary of ownership of the objects of the contracting authority, detailed in the technical specification - item 1.2 of section I of the documentation). Est. the amount of electricity consumed for the duration of the contract, namely 24 months, is approximately 7 915 mW / h. For the 24-month period of the contract it is possible to increase the consumption of electricity in volthe effects of the contracting authority. The estimated quantity of electricity does not commit the contracting authority to consume it, the supplier being obliged to deliver the required amount of electricity per day, per month and for the whole period of the contract. The total estimated value of this procurement is approximately BGN 886, 800.00 excluding VAT. Continued in additional information - section VI, item VI.3).

Minimum requirement:

1. Participants must have a valid Electricity Trading License, including the activity "Balancing Group Coordinator", issued by the Energy and Water Regulatory Commissionis (CEWR) in accordance with the Energy Act.

2. The participants should be entered in the register of the Electricity System Operator EAD of the commercial participants as an electricity trader with specified identification number / EIC code and with the status "active".

3. Participants should be entered in the "Balancing Group Coordinators Register" of "Electricity System Operator"EAD as a coordinator with an identification number / EIC code and status "active." coordinator of a standard balancing group requires a license and relevant registrations under local law - Article 58, paragraph 1, item 1 and item 3 of the Rules of Searchengaging in electricity in connection with Art. 40, para. 1 and para. 7, in connection with Art. 39, para. 5, in conjunction with para. 1, item 5 of the Energy Act (EA)

The participants declare their compliance with the set selection criterion as follows:

In order to prove compliance with the requirement, the participants should provide the necessary information by completing: Part IV "Selection criteria", section A "Fitness"from a single European Public Procurement Document (EDES) (model No 1), indicating the type and number of the document (s) certifying their right to carry out the subject of the contract.

Before concluding the contract the contracting authority requires the tenderer designated to submit:

- a certified copy of a valid license issued by EWRC for "tenders"electricity according to Article 39, paragraph 1 of the Law on Energy (EA),

- a copy of the decision of the EWRC for supplementing the license with the rights and obligations related to the activity "coordinator of balancing group", certified by the participant, according to Art. 39, para. 5 of the EA,

- evidence of registrations in the register of Electricity System Operator EAD of the commercial participants as an electricity traderElectricity and also in the register of coordinators of balancing groups of "Electricity System Operator" EAD or declarations (original), or certified by the participant copies of certificates for the presence of such registrations by the competent authorities in accordance with the relevant national law. and the financial status of the participants in the procedure.

The estimated value of the procurement includes all taxes and state fees (excise duty, liability to the public), as well as the payment of all network services for the supply of electricity. The estimated value is calculated on the basis of previous electricity consumption over a 12-month period (September 2018-August 2019) multiplied by 2.

Inthe pledgee shall remove a participant from participation in the procedure in the presence of the grounds under Art. 54, para. 1, Vols 1-7 incl. from the PPA. The grounds under Art. 54, para. 1, items 1, 2 and 7 shall apply to the persons representing the participant and to the members of its management and supervisory bodies according to the register in which the participant is registered, if any, or the documents certifying its legal personality. WhenIn the composition of these bodies a legal entity participates, the grounds refer to the natural persons who represent it according to the register in which the legal entity is registered, if any, or the documents certifying its legal personality. 54, para. 2 of the PPA, where the participant or a legal entity within its control or management body is represented by a natural personis by proxy, the grounds under Art. 54, para. 1, items 1, 2 and 7 of the Public Procurement Act also apply to this natural person. 56 of the Public Procurement Act.

The assignor shall remove from participation in the procedure a participant in the following circumstances:

- in the presence of the grounds under Art. 107 of the PPA,

- for which they arethe circumstances under Art. 3, item 8 and who does not fall within the exceptions under Art. 4 of ZIFODRUPDRTLTDS,

- for which circumstances under Art. 69 of the Anti-Corruption and Forfeiture of Illegally Acquired Property Act,

- in case the participant fails to fulfill his / her obligation under Art. 54, para. 9 of the RAPPP,

- in case the participant does not extend or confirm the term of validity of offyour earthing.
