This consultation concerns the supply, transmission of electricity and associated services . Its purpose is the conclusion of a framework agreement for:
Supply and transmission of electricity forBT 36 kva and HTA delivery costs, distributed by Enedis, with energy certified by original guarantees offered via a unit surcharge.
- letter of application: presenting the candidate or designating the representative by his co-contractors: (e-DUME or DC1 - prints the latest version up to date on 1.4.2019 or in free form),
- declaration on the honor to justify that the candidate does not enter anythe cases of prohibition to tender mentioned in articles L. 2141-1 to L. 2141-5 and L. 2141-7 to L. 2141-11 of the code of the public order (e-DUME or DC1 - prints last version a 1.4.2019 or in free form), - declaration of honor to justify that the candidate is in good standing with regard to the obligation of employment of handicapped workers mentioned in articles L. 5212-1 to L.5212-11 of the Labor Code (in free form),
- declaration concerning the overall turnover and the turnover of the services covered by the framework agreement, realized during the last 3 financial years available.
Applications will be reviewed on the basis of economic, financial, technical and professional capabilities.
Offers will be analyzed according to the following criteriaTerms and conditions of performance with the contracting authority: 40 points - under criterion 1: dedicated team, organizational model determining the skills and availability to respond to any technical or administrative request: 40/6,
- - under criterion 2: modalities of treatment of the technical requests or associated with the billing: electronic mail, telephone, platform Internet: 40/6,
- under criterion 3: modalities of information of any significant event of the market following: evolution of the prices, regulatory evolutions, optimizations: 40/6,
- under criterion 4: modalities of addition / withdrawal of PDL and associated retroplanning: 40/6,
- under criterion 5: modalities of annual tariff optimization of the routing part: 40/6,
- under criterion 6: modalities and conditions of the meetings: start-up (organization of the weighbridge), 6 months (follow-up of optimizations and feedback on the first deliverables), 1 year (annual report): 40/6,
- proposed technical billing modalities including EDI and example of invoices and EDI fields transmitted: 30 points,
- under criterion 1: modalities of establishment of the billing: estimate of the indexes, periodicity of the invoices, invoicing with the euro / the eurofrom transmission, transparency of costs associated with capacity mechanisms, energy saving certificates and precariousness, to the supply of electricity certified by guarantee of origin: 7.5,
- under criterion 2: description detailed invoices in EDI format: 7.5,
- under criterion 3: description of group invoices (invoice bill) in EDI format: 7.5,
- under criterion 4: process of pre-control and treatment of a request for correction of an erroneous invoice: 7.5,
- description of the features of an internet platform for monitoring billing, consumption and cost data including ergonomics, capabilities for export and associated access: 15 points,
- modalities of transmission of a monthly flow of consumption and billing and annual balance sheet: 15points,
- under criterion 1: modalities of transmission of a monthly flow detailed data consumption and billing by PDL: 7.5,
- under criterion 2: modalities of transmission of an annual report (monitoring perimeter monitored consumptions and costs): 7.5.
No paper transmission is allowed for this consultation.
