The subject of the order is the supply of net quantities of active electricity (medium and low voltage ) and choosing the coordinator of a standard balancing group for Bulgarian real estatethe National Bank of Bulgaria (BNB / Contracting Authority) under the Energy Act, the Electricity Trading Rules, the Electricity Measurement Rules (PIKEE) and the Public Procurement Act (PPL) for a period of 12 months.

Main Site: The real estate (s) of the contracting entity referred to in items 2 and 3 of the technical specification for the execution of the contract -No. 1 - The subject of the contract is the delivery of net quantities of active electricity (medium and low voltage) and the selection of a balancing group coordinator of the Bulgarian National Bank (BNB / Contracting Authority) real estate balancing under the Energy Act, Electricity Trading (PTFE), Electricity Measurement Rules (PIPE)and the Public Procurement Law (PPA) for a period of 12 months

The projected electricity supply for all BNB sites for 12 months for all tariff zones (peak, daily and night) and voltage levels (medium and low voltage) amounts to 5, 189, 807 kW / h for a 12-month period.

The indicated amount of electricity is indicative and only serves as price informationthe Contractor undertakes to carry out the activities detailed in Art. 1, para. 2 of the draft contract. The participants in the procedure must hold a valid issued license for performing the activity "trade in electricity", with rights and obligations of the "balancing group coordinator" on the basis ofArt. 21, para. 1, item 1 in relation to Art. 39, para. 1, item 5 and para. 5 of the Energy Act (Energy Act) and Art. 9, para. 1, item 10, para. 2 and para. 5 of Ordinance No. 3 of 21 March 2013 on the licensing of energy activities (ALDE) or an amended amended license for the activity "trade in electricity", supplemented with the rights and obligations of a "balancing group coordinator" on the grounds Art. 21, para. 1, item 1 in relation to Art. 51, para. 1 and Art. 39, para. 5 of the Energy Act (Energy Act) and Art. 61, para. 1 and para. 2 of Ordinance No. 3 of 21 March 2013 on Licensing Activities in Energy (NLDE).

To demonstrate compliance with the requirement of item 1, the Participant shall complete Part IV "Selection Criteria", Section A "Fitness" of the Electronic Single European Public Procurement Document (eEEDOP), as a representativeinformation on the license held with the number under which they are entered in the public register kept by the CAE and the license number .. Note: At the stage of contracting, the contracting authority will carry out an official inspection in the public register of licenses maintained by the KEWR, to check the information declared by the participant in the EDEDOP. Participants should be enrolled at ESO EADRegister of commercial participants registered as coordinators of standard balancing groups with specified EIC code and status "A" - active (Article 96a of the Energy Act)

To demonstrate compliance with the requirement of item 2, the participant fills in Part IV "Selection Criteria "section A" Acceptance "of the Electronic Single European Public Procurement Document (ENEDOP) by submitting registration information.At the contracting stage, the contracting authority will perform an official inspection at the following address: http://www.eso.bg/did=26/ Lists and registers for checking the information declared by the participant in the EDEDOP.

The assignor removes from participation in the procedure for awarding a public procurement, a participant for whom the circumstances under Art. 54 para. 1 of the PPL:

1. convicted by a verdict in force, pif rehabilitated, for a crime under Art. 108a, Art. 159a-159d, Art. 172, Art. 192a, Art. 194-217, Art. 219-252, Art. 253-260, Art. 301-307, Art. 321, 321a and Art. 352-353e of NK;

2. convicted by a judgment which has the force of res judicata, unless he is rehabilitated, for an offense analogous to the offense referred to in paragraph 1 to another Member State or third country;

3. has tax and mandatory social security contributions within the meaning ofArt. 162, para. 2, item 1 of the TIPC and the interest thereon, to the state or to the municipality at the headquarters of the contracting authority and to the candidate or participant or analogous obligations established by an act of a competent authority under the legislation of the state in which the applicant or the participant is established, unless a rescheduling, deferral or collateralisation of the obligations or obligation is allowed, by virtue of which actit did not come into force;

4. there is inequality in the cases under Art. 44, para. 5 of the Public Procurement Act;

5. has been found to have: (a) submitted a false document related to the verification of the lack of grounds for removal or the fulfillment of the selection criteria;

(b) has not provided the required information relating to the verification of the absence of grounds for removal or the fulfillment of a criterionselection procedures;

6. for whom it is established by a punitive decree or court decision that has entered into force, violation of Art. 61, para. 1, Art. 62, para. 1 or 3, Art. 63, para. 1 or 2, Art. 118, Art. 128, Art. 228, para. 3, Art. 245 and Art. 301-305 of the Labor Code or Art. 13, para. 1 of the Labor Migration and Labor Mobility Act or similar obligations established by an act of a competent body under legislationthe country in which the applicant or participant is established;

7. there is a conflict of interest within the meaning of par. 2, item 21 of the Supplementary Provisions of the Public Procurement Act, which can not be eliminated.

The assignor removes from the procedure for awarding a public procurement a participant for whom the following circumstance under Art. 55, para. 1, item 1 of the Public Procurement Act, namely: declared bankrupt or being in bankruptcy proceedingsor is in liquidation, or has concluded an out-of-court agreement with its creditors in the sense of Art. 740 of the Commercial Code or has ceased its activity, and if the applicant or tenderer is a non-resident - is in a similar situation arising from a similar procedure under the law of the State in which it is established. Pursuant to Art. 3, item 8 of the Economic Lawand financial relations with companies registered in preferential tax jurisdictions, the persons controlled by them and their beneficial owners, companies registered in jurisdictions with preferential tax regime and the persons controlled by them can not directly or indirectly participate in the procedure, including through a civil society / consortium in which a company participates, registerspreviously in preferential tax jurisdiction. Related parties within the meaning of - 1, items 13 and 14 of the Supplementary Provisions of POSA can not be independent participants in the procedure. The assignor shall remove from the procedure and participants, for whom there is a circumstance under Art. 69 of the Law on Counteracting Corruption and for Removal of the Acquired Property. The assignor removes each participant for whomit is not possible to identify the client through the means provided in the LMML, including when the client is a legal person - to the natural persons, his / her actual owners within the meaning of - 2, para. 1 of the SG of the LMML. 104, para. 2 of the PPA, the Commission will evaluate the participants' technical and price proposals before examining the documents for compliance withselection criteri
