CPV Description: Electricity Supply of net quantities of active electricity (high / medium / low voltage) and selection of a standard balancing group coordinator for the needs of TPP "Hvoyna" to the SWDC - Smolyan The subject of the procedure is delivery of net quantities active electricity (high / medium / low voltage) and choosing a standard balancing group coordinator for TA needs "The General scope of the contract is in accordance with the technical specification of the approved documentation for participation - Annex № 2.

Supply of net quantities of active electricity (higho / medium / low voltage) and selection of a standard balancing group coordinator for the needs of TPP Hvoyna for South-Central Region - Smolyan for a period of 36 months The full scope of the order is according to the technical specification of the approved participation documentation No. 2.

3. Term and Place of Execution of the Order

3.1 Period of Execution:

The term of execution of the order e 36months or until the estimated value is exhausted. * * Options: Options to amend the contract under Art. 116, para. 1 of the Public Procurement Act are as follows:

* Within the term of the contract, the contracting authority provides for an option - possibility of increase of the estimated quantities up to 30% if necessary. * * In the absence of a new contract with the same subject,, and in case the estimated quotientelectricity and / or the total estimated value with options up to 30% included are not exhausted, the contract continues until the conclusion of a new contract, but not more than 6 months

Place of performance of the contract: landed properties managed from "DZG Hvoyna" TPP, address: Hvoyna, 2 Kap.Petko voyvoda Str. Chepelare, as follows: administrative building of TPD HvoYina ", with address: village of Hvoyna, 2 Kapko Petko voyvoda Str. Chepelare, Chepelare Forest Area, Chepelare Chepelare, Chepelare, 20 Spartak Str., Forest canton - village of Bogutevo, Chepelare Municipality, Atia Villa, Atiya area, Orehovo village, Chepelare Municipality. In case of necessity during the term of the contract the contracting authority may include new sites for which it will pay forthe electricity consumed at the price agreed with the Contractor.

Fitness (professional capacity):

1. The participant should have a valid electricity trading license that includes the activity of the "Balancing Group Coordinator" issued by the KEWP in accordance with the Energy Act

2 The participant should be entered in the register of ESO of the trade partas a trader of electricity with identified identification number / EIC code and with status "active." 3 The participant should be entered in the register of ESO EAD of coordinators of standard balancing groups as coordinator with identified identification number / EIC code and with status "active."

The requirements under 5.1.1-5.1.3 apply to both local and non-residentas for trade in electricity and for the activity coordinator of a standard balancing group a license and corresponding registrations under the local legislation are required - Art. 58, para. 1, item 1 and item 3 of the Rules for Trade in Electricity in connection with Art. 40, para. 1 and para. 7, in connection with Art. 39, para. 5, para. 1, item 5 of the Energy Act.

When submitting an offer, I studythe complainant declares the lack of grounds for removal and compliance with the selection criteria described in items 1 to 5 above by submitting a single European Public Procurement Document (EEDOP). It shall provide the relevant information required by the contracting entity and indicate the national databases containing the declared circumstances or the competent authorities whichthe legislation of the country in which the applicant or the participant is established shall be required to provide information. Where a participant has indicated that it will use the capacity of third parties to demonstrate compliance with the selection criteria or that it will use subcontractors, each of these persons shall be provided with a separate EEDOP containing the information. Participants can use EEDOP, kiteo has already been used in a previous procurement procedure, provided that they confirm that the information contained therein is still up to date. The Contracting Authority may require participants and candidates to submit at any time all or part of the documents demonstrating the information specified in EEDOP where this is necessary for the lawful conduct of the procedure. Etcupon the conclusion of the public procurement contract, the contracting authority requires the tenderer to submit up-to-date documents certifying the lack of grounds for disqualification and compliance with the selection criteria set. Documents shall also be submitted to subcontractors and third parties, if any. The assignor is not entitled to require documents, whichit has already been given to him or is officially known to him. Apart from the grounds under Art. 54, para. 1, items 1-7 and Art. 55, para. 1, item 1 the assignor removes from the procedure:

7.1. a participant who does not meet the selection criteria set or does not fulfill another condition specified in the contract notice or in the present documentation; a tenderer who has submitted a tender which does not correspond(a) rules and requirements relating to environmental protection, social and labor law, applicable collective agreements and / or international environmental, social and employment law provisions listed in appendix 6;

7.3. a participant who has not submitted the justification under Art. 72, para. 1 of the Public Procurement Act or whose offer is not inaccording to Art. 72, para. 3-5 of the Public Procurement Act; participants who are related. Each participant can submit only 1 offer. A person who participates in a consortium or has consented to be a subcontractor of another candidate or participant can not submit a bid alone. In a public procurement procedure 1 a natural or legal person may participate in only one grouping
