1. The subject of the order is the supply of electricity and the provision of electricity distribution servicesfor the operation of buildings, premises, utility facilities, municipal facilities and for supplying street lighting in the area of the Lubacz-w Municipal Commune between 1.1.2019 and 31.12.2019.

The subject of the order is the delivery of electricity and ensuring the provision of electricity distribution services for the needs of the operation of buildings, premises, outility facilities, municipal equipment and to supply street lighting in the area of the Lubacz-w Municipal Commune between 1.1.2019 and 31.12.2019

Detailed data on power systems and forecasted consumption of active energy in the period from 1.1.2019 to 31.12 .2019 are included in Annex 2 to the ToR.

2. Sales of electricity and provision of distribution servicesuse for the benefit of the Lubacz-w Municipal Commune will take place under the conditions specified in the provisions of the Act of April 10, 1997 - Energy Law (Journal of Laws of 2018, item 755 with later amendments) and in accordance with the issued to this acts by executive regulations, in particular with the standards for the service of Recipients specified in the Ordinance of the Minister of Economy of 4 May 2007 on specificoperating conditions of the power system (Journal of Laws No. 93, item 623).

3. Determination of the expected energy consumption has been established on the basis of predictable annual consumption, based on consumption for the period immediately preceding the initiation of this proceeding and consumption for the period of last year - being the basis for determining the subject of the order and does not constitute by orderingobligation to purchase energy in strictly specified quantities. The sale settlement will be based on the actual energy consumption according to the Contractor's prices. The detailed scope of delivery is defined by the description of the task, constituting Annex No. 2 to the ToR.

1. Contractors may take part in the proceedings who: 1) are not subject to exclusion; 2) meet the conditions for participation in the proceedings, ifthey are determined by the ordering party in the contract notice.

Contractors excluded from the procurement procedure are excluded. Art. 24 sec. 1 of the Act .. In addition, the Awarding Entity will exclude from the proceedings the Contractor based on the grounds for exclusion, referred to in art. 24 sec. 5 of the Act (paragraphs 1-8).

The ordering party shall call, pursuant to art. 26 par. 1 of the Public Procurement Law Act, the Economic Operator whose offer has been rated the most, to submit in the prescribed, not shorter than 10 days, on the day of submitting the below-mentioned statements or documents referred to in art. 25 section 1 point 3 of the Public Procurement Law, confirming no grounds for exclusion: - Write-off from the relevant register or central records and business information, if separate regulations require entry in the register or records, to confirm the absence of grounds for exclusion pursuant to art. 24 ust. 5 point 1 of the PPL; Note: If the Contractor indicates where the Ordering Party can obtain the above copying by means of free and publicly accessible databases, in particular public registers within the meaning of the Act of 17 February 2005 on computerization of entities performing public tasks (Journal of Laws of 2017, item 570), is not obliged to submit . document.
