The subject of the procurement includes:

The public procurement includes the supply of electricity with an estimated quantity of 17, 325 MWh. Electricity should be supplied in quality and in accordance with the provisions of the Actand for energy (EE) and other normative acts regulating the public relations related to the supply of electricity, incl. the Electricity Trading Regulations (TPTE) and the Electricity Measurement Rules (PIPE).

As the "balancing group coordinator", the contractor should assume the responsibility for balancing, -include the assignor in the balancing energy market as a participant (indirect member) in a standard balancing group without the contracting entity paying a participation fee, and to ensure predictability of the contracting authority's consumption, including administration of the time schedules for the contracting authority's consumption. the order is also included:

Sending by the contractor the hourly daily schedules for• Generation of different reports - graphical and tabular representation of agreed and measured amounts of electricity, unbalance • Monitoring of the hourly measured quantities of electricity in the table and graphical appearance.

Maintenance and transmission by the contractor of an electronic database forhour and monthly electricity consumption of Veliko Tarnovo Municipality

Providing assistance in the process of registration of the object of the contracting authority on the liberalized electricity market

The Contracting Authority will not pay a fee for:

- preparation, transmission and registration by the contractor of the daily hourly schedules and coverage of their non-balancing and the thresholds for their formation,

participation in blaunching group and penalties for excess or shortage of imbalances

The contractor is responsible for the administration of the schedules and the exchange of information with ESO - The volume of the order is 777 batch numbers according to the list of Annex 1.1 "Technical specification" with estimated amount of energy consumed - 17 325 MWh

1. The participant should hold a license issued by the CESR for "trading in electricitypursuant to Article 39, paragraph 1, item 5 of the Energy Act (EE), including rights and obligations related to the activity "balancing group coordinator" according to art. 39, para. The Participants shall declare the fulfillment of the requirement set by the Contracting Authority by completing Part IV, Section A, Item 1 of the EEDOP. Participants also indicate a number under which they are entered in the public license registeris for the activity supported by the KEVR. Note: If the participant participates in the procedure as an association / consortium, which is not a legal entity, the minimum requirement for possession of a license issued by the CESR under Art. 39, para. 1, item 5 of the Energy Act refers to this member of the consortium / consortium who will carry out the electricity supply activities and the "balancing group coordinator". The circumstances under this item shall be evidenced upon conclusion of the contract for award of the contract by: - a certified copy of a valid license issued by the State Energy and Water Regulatory Commission for "trading in electricity" according to Article 39, paragraph 1, item 5 of the Energy (EE), including rights and obligations related to the activity "Balancing Group Coordinator" under Art. 39, para. 5 of the EEA. The participant should holdbut a registration in the "Register of the coordinators of standard balancing groups" of "Electricity System Operator" EAD (ESO EAD), with an indication of EIC code, with status "active." The participants should declare the fulfillment of the requirement set by the assignor, IV, Section A, point 1 of EEDOP Note: If the participant participates in the procedure as a group / consortium, whichis not a legal entity, the minimum requirement for registration in the Registry of ESO Standard Balancing Coordinators shall refer to this member of the grouping that will carry out the electricity supply activities and the "balancing group coordinator".

The circumstances under this point shall be proved at the conclusion of the contract for the award of the contract by presenting a document, verifying the circumstance. The participant should have a framework contract under Art. 11, item 13 in relation to Art. 23 of the Electricity Trading Rules (TPET) with the respective operator of the electricity distribution network. Participants should declare the fulfillment of the requirement set by the assignor by completing Part IV, Section A, point 1 of EEDOP. Note: If the participant tparticipates in the procedure as an association / consortium, which is not a legal person, the minimum requirement for a framework contract under Art. 11, item 13 in relation to Art. 23 of the TTTE refers to this member of the grouping that will carry out the electricity supply activities and the "balancing group coordinator".

The circumstances under this point are proved at the conclusion of the contract for the assignment of the porteby means of: - a certificate issued by the respective network operator that between the operator of the electricity distribution system or the transmission system operator and the participant there is a framework contract under Art. 11, item 13 in relation to Art. 23 of the PTFE ..

The Contracting Authority does not impose requirements regarding the economic and financial situation.

Participant in the procedure shall be removed a participant for whom there is any of thethe circumstances under Art. 54, para. 1, item 1-7 of the Public Procurement Act and under Art. 55, para. 1, item 1 of the Public Procurement Act, which occurred before or during the procedure. The grounds under Art. 54, para. 1, item 1-7 of the Public Procurement Act and under Art. 55, para. 1, item 1 of the PPA for removal from the procedure shall also be applied where a participant in the procedure is a grouping of natural and / or legal entities and one of the grounds for removal is a member of the grouping. Cothe participant refers to the capacity of third parties to prove their compliance with the selection criteria or has indicated that they will use subcontractors, there should also be no grounds for disqualification in the procedure. presentation of a single European Public Procurement Document (EDEDOP), signedwith an electronic signature from the respective persons. Where applicable, eEEDOP shall also be submitted for each of the participants in the grouping which is not a legal entity for each subcontractor and for each person whose resources will be engaged in the performance of the contract. Information on the absence or presence of the grounds for removal is stated in Part III of the EEDOP. When there is one of the participants-the grounds for removal under Art. 54, para. 1, items 1-7 of the Public Procurement Act and Art. 55, para. 1, item 1 of the Public Procurement Act and before submitting the tender, he has taken measures to prove the reliability under Art. 56 of the PPL, these measures are described in the enEEDOP. Apart from the grounds under Art. 54, para. 1, item 1-7 of the Public Procurement Act and under Art. 55, para. 1, item 1 of the PPA, the assignor removes from the procedure:

1. a participant who does not meet the criteria set forselection or failure to fulfill another condition specified in the contract notice or in the documentation; a) a tenderer who has submitted a tender which does not meet: (a) the pre-announced terms of the contract, (b) rules and requirements relating to environmental protection, social and labor law, applicable collective agreements and / or provisions of the international environmental, sociallyand labor law, which are listed in Annex 10 to Art. 115 PPL; a participant who has not submitted the justification under Art. 72, para. 1 PPL or whose offer is not accepted according to Art. 72, para. 3 5 PPL;

4. participants who are related parties within the meaning of - 1, item 13 of the Additional Provisions of the Public Offering of Securities Act (POSA). As the public procurement has a distinctionthe conditions shall apply separately for each of the separate lots; a participant for whom the circumstance under Art. 3, item 8 of the Economic and Financial Relations Act with companies registered in preferential tax jurisdictions, the persons controlled by them and their actual owners, unless the exceptions under Art. 4 of the same law; participant, for kthe circumstances under Art. 69 of the Law for Counteracting Corruption and for Removal of the Acquired Property; other cases mentioned in the tender documentation
