"Delivery of net active electrical energy from a contractor, standard balancing group coordinator, low voltage full admInclusion of the information flow with ESO and assumption of the costs of imbalances for sites owned by the Municipality of Sliven ", in two separate lots, Lot 1 - General Accounts The scope of the public procurement includes the supply of net active electrical energy by contractor, coordinator of a standard balancing group for low voltage with full flow of data flow management-ESO and assuming the costs of imbalances for Sliven municipalities, municipal enterprises and secondary budget spending units, located on the territory of the municipality, in two separate lots:

Detailed description of the activities, subject of lot 1 of the public procurement:

- Planning and negotiation of necessary net active electric energy for the needs of Sliven Municipality, according to the requirements of EE and PTFE, - Sale of the agreed quantities of electricity at the place of delivery, - Inclusion of the contracting entity in the balancing energy market by establishing a standard balancing group with a coordinator (the contractor), without the contracting authority paying a participation fee,

- Perform all necessary delivery actions of the specified amounts of net active powerin the amount and under the terms and conditions stipulated in the contractor's contract and annexes thereto, of the sites described in the technical specification, - Preparation of daily schedules for the contracted quantities with notification of the operator of the transmission system, reflected in hourly quantities, which the contractor supplies and sells to the contracting entity.

Lot 1 - General accounts, estimated amountup to BGN 280, 000.00 (two hundred and eighty thousand BGN) without VAT.

Execution period 12 months. The contract shall enter into force on the date of the first registered timetable. Minimum requirements for the exercise of professional activity:

A) Participants should be licensed as traders of electricity according to Art. 39 in connection with Art. 69 and Art. 69a of the Energy Act (Energy Act)-and Balancing Group Coordinator. Important! The Contracting Authority will not conclude a public procurement contract if the participant selected as a contractor does not submit a certified copy of a valid license issued by the Electricity Market Authority for Electricity and Balancing Group Coordinator prior to signing the contract B) concluded a framework contract under Art. 11, item 13 and in connection with Art. 23 ofElectricity Trading Rules with EVN Bulgaria Electricity Distribution as Distributor Network Operator

The participant fills in Part A: "Fitness" in Part IV: "Selection Criteria" by the Single European Public Procurement (EEDOP) - Form No. 1. Prior to the award of a public procurement contract, the contracting authority shall request from the contractor designated as contractora copy of a valid license issued by KEVR for electricity trade and for a balancing group coordinator and a certificate from EVN Bulgaria Electric Distribution that between the latter and the operator of the distribution network and the participant there is a framework contract under Art. 11, item 13 and in connection with Article 23 of the Electricity Trading Rules.a foreigner can present a valid equivalent document or statement or certificate issued by a competent authority of a Member State of the European Union or another State party to the Agreement on the European Economic Area proving the entry of the participant in a relevant register of that State.

Proceeding from Section III.1.3 Technical and professional competenciesDocuments are also submitted to subcontractors and third parties, if any. The contracting authority may refuse to accept evidence of technical and professional abilities when it comes from a person who has an interest which may lead to a benefit within the meaning of Art. 54 of the PCA. Participants may rely on the capacity of third parties, irrespective of the legal relationship between them, -with respect to the criteria related to the economic and financial condition, the technical capabilities and the professional competence under the conditions of Art. 65, para. 1-5 and para. 7 of the Public Procurement Act. 47, para. 10 of the PPPP, the criteria for the selection of the two lots are the same, one EEDOP may be presented for the two lots.

Note: On the grounds of Art. 67, para. 4 of ZacPublic Procurement Act (PPL) in relation to - 29, item 5, b. "A" of the Transitional and Final Provisions of the Public Procurement Act, in force as of 1.4.2018, the Single European Public Procurement Document shall be submitted electronically as well - The possible ways of submitting EEDOP in electronic form are as follows: signed and applied on a suitable optical medium to the package of documents for participation in the proceedingsthe dirt. The format in which the document is submitted should not allow editing of its contents; By providing electronic access to the EEDOP prepared and signed electronically.
