CPV Description: Electricity Supply Net Electricity Supply and Selection of a Balancing Group Coordinator for the Sites of the Novi Pazar Municipality The subject of the public procurement is the supply of net active electrical energy at the sites of the Contracting Authority through the purchase pursuant to Art. 3, para. 1, item 2 of the Public Procurement Act (PPL) and fulfillment of the duties of the Balancing Group Coordinatora.

The subject of the public procurement contract is the supply of net active electrical energy at the sites of the Contracting Authority, carried out by purchase pursuant to Art. 3, para. 1, item 2 of the Public Procurement Act (PPL) and fulfillment of the duties of the Balancing Group Coordinator. The subject of the procurement includes the full administration of the In(ESO) EAD, as well as the assumption of the costs of imbalances for the sites of the Assignor. The total estimated supply of net active electrical energy for the duration of the contract is 1, 845, 836.72 kWh = 1, 845.8367 MWh

The participant must be licensed for "Electricity trading" including the activity "Balancing Coordinatorand a group "pursuant to Article 39 of the Energy Act." Where the participant is a grouping, this requirement applies to the participant (s) in the grouping that will carry out the activity. a participant failing to comply with the requirement to hold a special permit in order to be able to supply the electricity and a mandatoryCoordinator of a balancing group.

When submitting a bid, participants only fill in the relevant section of EEDOP. Information relating to the compliance of the participant with the eligibility requirements for the professional activity set by the assignor is indicated by filling in Part IV "Selection Criteria", Part A "Efficiency" of the EEDOP.

Prior to the conclusion of a contractthe contracting authority shall require the participant designated as a contractor to submit a certified copy of a "Trade in electricity" license including the activity "Balancing Group Coordinator" pursuant to Art. 39 of the Energy Act. In the event that there is a decision to amend the license, it shall be submitted together with it.

Prior to the conclusion of a public procurement contract nthe Operator requests the participant designated as a contractor to submit a free text declaration declaring that he is registered in the Register of the Coordinators of Standard Balancing Groups and of the Electricity System Operator EAD with an indication of the EIC code. that the participant is a foreign natural or legal person or a grouping of such persons should submit an equivalent-a document issued by the competent authorities of the State in which it is established under the relevant national law when the presence of the registration is determined by law as a condition for the performance of the subject matter of the public procurement. Assignment requirements. to the personal status of the participants is according to the instructions in the documentation for participation. The assignor removes from tparts in process:

2.1. a subject for whom there is an obtuse. under Art. 54, para. 1, item 1, 2, 3, 4, 5, 6 and 7 of the Public Procurement Act and Art. 55, para. 1, item 1, 2, 3, 4, 5 of the Public Procurement Act, for which there are grounds under Art. 54, para. 1 of the Public Procurement Act and the circumstances specified by the Assignor under Art. 55, para. 1 of the Public Procurement Act has the right to provide evidence that he has taken measures that guarantee his / her reliability, despite the presence of relevantreason for removal.

2.2. a teacher who does not meet the selection criteria or fails to comply with another condition set out in the general notice. order or in documentation

2.3. a teacher who has submitted an offer that does not correspond to: a) (b) rules and requirements relating to environmental, social and labor protection. law, applicable collective agreementsskills and / or provisions of the environmental, social and labor. law, which are listed in appendix. No 10 of the Public Procurement Act; a scientist who has not submitted the justification under Art. 72, para. 1.

Or whose offer has not been accepted under Art. 72, para. 3-5 of the PPL;

2.5. associate students,

2.6. who has been found to have: a) submitted a doc. with false content related to verifying the lack of an ax. to be removedor the fulfillment of the selection criteria; (b) is not provided. required information related to the certificate. lack of grounds for removal or enforcement. of the selection criteria; for whom conf. of interests that can not be removed

2.8. For whom a baseline is established. under Art. 3, item 8 of the ЗИФОДРУППСРТДДС, unless the exceptions under Art. 4 of the same law;

2.9. a researcher, for whom the grounds under Art. 69, para. 1 of the ARCONP. Where a scholar is a consortium which is not registered as an independent legal entity, then a copy of a document showing the legal basis for the formation of the consortium as well as the following information in relation to the particular joint shall be submitted to the tender. order: the rights and obligations of the students in the grouping; yjoint and several liability for the implementation of the order; the activities that each member of the group will perform.

Changes in the composition of the round are not allowed after the deadline for submitting the tender. Where there is no clause in the pooling agreement guaranteeing the fulfillment of the above-mentioned conditions or the composition of the grouping has changed after filing an offerthe term - the subject will be removed from participation in the procedure for the award of this General. order

4. When making the offer, the instructor should declare that the obligations relating to taxes and insurance, environmental protection, employment protection and working conditions are respected. The authorities from which the students can obtain the necessary information about the applicable rules in force in the Republic of Bulgaria arespecified in the Instructions to Document. for participation. Teachers can refer to third-party capacity (TL) in terms of economic, financial, technical and professional competency criteria.

When a teacher refers to the capacity of a TL, it must be able to to prove that they will have their resources, by submitting documents for the people taking over from behindconsumption. TLs must meet the relevant selection criteria for proving which the teacher refers to their capacity and for which there are no grounds for removal from the procedure.
