Providing the economic technical documentation (DTE) design service for the investment works from RED, SC / SA includingfor the technological buildings from RED, financed from their own source or financial contributions, as well as for the extension works of the networks and of connection to the RED (realized on the connection tariff and from other sources attracted). The design services are described in the specifications, it is an integral part of the award documentation:

Main Site: Valcea county and Gorj county.

The maximum east volumeimat of the design works provided for in the framework agreement valid for a period of 48 months: 582 000 OPM (value that does not include OPM no. for SS, SA / SC elaboration, development studies, system analysis and feasibility studies for network extensions).

- the minimum estimated volume of design works per framework agreement is: 200 OPM 0.1 km topo,

- the maximum estimated volume of design works per framework agreement is: 783 200 OPM 200 km topo,

- the maximum estimated volume of a subsequent contract is 40, 000 OPM 50 km topo,

- the minimum estimated volume of the largest coin the subsequent contract is 200 OPM 0.1 km topo,

- the maximum estimated value of the largest subsequent contract is 725 000 RON.

Frequency of the contracts: weekly contracts will be concluded weekly., to the third party / third party supporters / supporters and / or the subcontractor / subcontractors, in the provisions of art. 177, 178, 180 of the Lawregarding the sectoral acquisitions no. 99 / 2016.

The way in which the requirement can be demonstrated: completing the DUAE. The supporting documents demonstrating the fulfillment of all the qualification and selection criteria according to the information contained in the DUAE, will be requested to all the selected candidates before sending the invitation for the second stage of the procthe awarding duties, as follows:

(a) the criminal record of the economic operator (and if any, of the third party (s) / supporters and / or the subcontractor / subcontractors) and of the persons who, according to the certifying certificate issued by the National Trade Register Office, appears at the level of the form as authorized natural and / or legal persons. In the case of surgeryfor non-resident economic countries, documents similar to the ones above are requested, based on the data recorded in the supporting documents submitted by them, accompanied by the authorized translation into Romanian. The documents must be valid at the time of their submission,

(b) certificates certifying the payment of taxes, taxes or contributions to the general consolidated budget (state budget and buglocal ethics), as a result of which it has no outstanding debts at the date of filing, both for the registered office and for all the secondary offices / work points mentioned in the certifying certificate issued by the National Trade Register Office, in accordance with the legal provisions in force in Romania or the country where it is established will be presented by the economic operator (and if it isxista, third parties / third party supporters / supporters and / or subcontractors / subcontractors),

(c) as the case may be, documents proving that the economic operator (and if any, third party / third party supporters / supporters and / or subcontractor / subcontractors) can / can benefit from the derogations provided in art. 179 para. (2), art. 180 paragraph (2), art. 184 of the Law on sectoral acquisitions no. 99/2016,

(d) other supporting documents, as the case may be,

(e) for the economic operator (and if any, third party / third party supporters / supporters and / or the subcontractor / subcontractors), legal person / persons / foreign / foreign legal entities any documents considered edifying in the country of origin or in the country where he / she is / are established are accepted, such as certificates, accomodationiciare or other equivalent documents issued by the competent authorities of the respective country, accompanied by an authorized translation into Romanian.

The manner by which it can be demonstrated inthe fulfillment of the requirement: completing the DUAE and the declaration regarding the non-classification in the situations provided in art. 73 of Law no. 99/2016 (conflict of interest form) will be presented with the DUAE submission.

The persons holding decision-making functions within the contracting entity are:

Specify average annual turnover. The DUAE will be completed by the economic operators participating in the award procedure with the related information locatedtheirs. The average annual turnover for the last 3 financial years ended (2016, 2017, 2018), must be a minimum: RON 725 000. the request for participation including DUAE, the declaration regarding the non-classification in the situations provided in art. 73 of Law no. 99/2016 (conflict form inart. 73),

Subcontracting agreement (if applicable), association agreement (if applicable), commitment on support (if applicable), personal data table, both in electronic format and on paper, according to the requirements of the specifications.

The supporting documents demonstrating the fulfillment of all the qualification and selection criteria in confin compliance with the information contained in the DUAE will be requested to all the selected candidates, before sending the invitation for the second stage of the award procedure, following that the technical-financial offers will be submitted, only by the qualified candidates, after receiving the invitation to participate in the negotiation. The number of economic operators envisaged is not limiting. The contracting entity does notwants to limit the participants.

If it is found that the offers ranked first, after the rounds of negotiations, have equal scores, the contracting entity will make the division taking into account the score obtained on the evaluation factors, in descending order of their weights. In case the equality is maintained, the contracting entity has the right to request new proposalsfinancial and the winning bid will be designated the one with the smallest financial proposal. Prices will be calculated with a maximum of two decimals.

The minimum period during which the tenderer must maintain his offer: 180 days from the deadline set for the submission of tenders. The proof of the participation guarantee must be presented by the deadline and date of the depositof the bids (technical and financial).

Any possible bidder has the right to request clarifications on the elements contained in this documentation. Modification / completion of compulsory contractual clauses (the object and price of the framework agreement / contract, the duration of the contract, the contract documents, the main obligations of the parties, sanctions for not complying with the obligations) can be requested by the potential bidders, motivated, only during the period of clarifications regarding the award documentation, as provided in section I.3). The contracting entity will only respond to requests for clarifications addressed by economic operators until the deadline set in section I.3).
