Acquisition of special electric vehicles, electric utility vehicles and electric bicycles

The purpose of the consultation is the acquisition of special electric vehicles, electric utility vehicles and bicycles. electrical assistance for the collectivities members of the order groupault Energies is co-ordinator.

Special electrical vehicles belonging to the B 1 segment of the industry. The vehicles will be delivered with their batteries. These can be bought or rented.

Group of orders for the purchase of electric, hybrid, plug-in or thermal vehicles of which Herault Energies is coordinator at the stage of the awarding of the market - each mMember of the group at the stage of market execution. The list of group members is provided in the consultation file. The framework agreement is a purchase order pursuant to Articles 78 and 80 of Decree No. 2016-360 of 25.3.2016 relating to public markets. For each lot, the framework agreement is mono-attribute. The lots are concluded without minimum or maximum. The provider is remuneby the contracting authority on the following bases: application of unit prices or discount in relation to public rates as fixed in the price schedule to the quantities of services ordered by the contracting authority. The payment of expenses will be made by administrative mandate followed by a transfer. The global payment period is 30 days. Monetary unit used: euros. The orderedhe is the legal representative of each member of the group of orders. The accountant is the public accountant of each of the members of the group of orders. Unless the holder renounces the commitment, an advance will be paid under the conditions of Articles 110 to 111 of the Decree of 25.3.2016 relating to public markets, on the basis of a rate of 5%. The advance can not be paid-only after constitution of the guarantee on 1 request. This guarantee can not be replaced by a personal and solidarity guarantee. The financing of the services is ensured by the own budget of each member of the group of orders. Candidates freely choose between, on the one hand, the electronic transmission of their applications or their offers and, on the other hand, art, sending them on paper. The withdrawal of the electronic documents does not oblige the candidate to electronically deposit his offer.
