Transport Authority of Montenegro, hereinafter referred to as "the Employer", intends using proceeds of:.

(i) the EIB loan;.

The Employer now invites sealed tenders from Contractors for the contract: Reconstruction of national road M-6, section: Pljevlja Mihajlovica (border with Serbia).

The project is implemented in Pljevlja Municipality of Montenegro..

The contract includes:.

(i) earthworks;.

(ii) pavement structures;.

(iii) road markings;.

(iv) concrete and reinforced concrete works;.

(v) drainage and sewerage works.

The estimated completion time is 365 calendar days..

Tendering for contracts to be financed with the proceeds of the loan administrated by European Investment Bank budget is open to firms from any country. The Bank shall not provide or otherwise make funds available, directly or indirectly, to or for the benefit of an individual or entity that is subject to financial sanctions imposed by the EU, either autonomously or pursuant to the financial sanctions decided by the United Nations Security Council on the basis of Article 41 of the UN Charter..

To be qualified for the award of a contract, tenderers must satisfy the minimum financial and technical criteria specified in the tender dossier, which include the following:.

— average annual turnover: The tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last three (3) years (2016; 2017; 2018) of not less than 12 8 00 000, 00 EUR equivalents, .

— financial resources: the tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, estimated as not less than 1 600 000, 00 EUR equivalent, taking into account the applicant`s commitments for other contracts, .

— experience: the tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least one (2) project of a nature and complexity comparable to the proposed contract within the last five (5) years, with a value of at least 3 800 000, 00 EUR, .

— Specific experience: Participation as contractor or management contractor within the last five (5) years prior to the tender submission deadline in at least 2 (two) work contracts which include the following:.

—— construction or reconstruction of the main, regional, express road or highway of at least 10 km total length each, and at least similar bridge construction/reconstruction with span of at least 30 m..

In addition, the following specific operation and works experience shall be demonstrated per contract submitted in order to fulfil the criterion, and values shall be at least equal to:.

—— Excavation of material: 100 000 m3, .

—— Execution of asphalt pavements: 100 000 m2..
